Every child starts out female, if it is destined to be a male, the ovaries descend and become testicles and the penis develops.
For people who have this condition the ovaries never descend and the penis never develops. The ovaries remain internal and become testicles inside their bodies, and their genitalia remain female.
A hermaphrodite has both external organs. This condition the child by all appearances is female, and as I said, it usually isn’t until puberty when the little girl doesn’t develop female traits and becomes more masculine that anyone suspects anything is wrong.
There is NO external indication that the child is actually male, they often are just believed to be tomboys or late bloomers... until finally, usually during puberty, they are taken to a doctor because they aren’t developing female traits, that deeper testing reveals their actual biology.
They have to find a way to detect and stop these people from competing against the real women...
