To be fair, the article isn’t solely for married couples. Otherwise, it would be Spouse instead of Partner.
They’re trying to appeal to people dating, cohabitating, and married. They’re casting a wide net.
Partner is less cringy than Significant Other.
Otherwise they’d have to say spouse or boyfriend/girlfriend or friend with benefits.

About 18 years ago, straight out of college & working with a young lady at a laboratory, she mentioned a Christmas party she attended the previous year at our colleague’s house.
“It was at Bruce and his Life Partner’s house...”
“Huh?” First time hearing the phrase ‘Life Partner’ instead of ‘wife,’ ‘husband,’ ‘spouse.’
It became apparent later.
