I assume this is probably true because of the knowledge of laws & regulation needed within this specific area of legal practice.

The lawyer must be accredited with the Department of Veterans Affairs.

No, lawyers that do this work are working for their lawfirm. They must be VA accredited, but they are not VA employees.
