Certainly my first impulse is to say that the head stomper is a threat to society and will probably always be dangerous.
But I’ll point out that there is at least some possibility that the guy who got stomped might be a bully who found a victim who would fight back. That does happen. And schools have a history of punishing victims and feeling sorry for bullies.
Not enough information to know anything for sure. To repeat: most likely the stomper is a bad guy who will harm society for decades to come.
Still if two bullies, we don’t want the “victor” to get awy with it. The loser may rethink it after this.
