Is there such a thing as a “minus handicap”, sorry I don’t know the correct term.

If you don't have a positive number handicap, you're called a "scratch golfer".

I don't believe I've ever heard of a "minus handicap".

Professional golfers and good amateurs are expected to be at par or below.

I would think someone that his last 8 rounds are better than par, then he would have a minus handicap, but I can’t really be sure.

actually, depending how good a golfer is, a handicap index can be a "plus". Which is that much better than the course rating. Tiger Woods:
