They do have covered water barrels out there at intervals along the roads - they’re more typically used for overheating cars but if you’re biking in 100+ degree weather you’d better make use of them.

I read a story where a mountain bike rider got dehydrated and heat stroke due to only having water to drink. He still had a bunch of water but his electrolytes were way too low. Luckily he was with a buddy that rode out and got help.
