Gust of wind...breath of God?

The counter sniper on the roof, with what is said to be a spotter on the right, does not shoot until after the assassin shoots a few rounds at Trump. The counter sniper appears to flinch and draw his gun back and the spotter starts to back down. Full video clip at the X post below.
