Doddering or not, Biden as the incumbent POTUS still holds all the power. Beyond bully pulpit, he commands the admin state/mil. He can run another intel op, manufacture a crisis, even wag the dog. He’s so cocky, not worried about polls b/c he’s cooking up something against Trump
