It does seems as if The Kenyan would be playing a big role in this...behind the scenes. Is it because he wants to be The First Gentleman...or does he see another $50 million book deal in his future?

“Hillary Clinton’s famous attack ad against Barack Obama in the 2008 primaries asked viewers to think about whether he could field a “3 a.m. phone call” about some global crisis.”
We know she couldn’t properly field the call about the attack on the US embassy in Libya. Rescue forces were told to stand down. Our ambassador was captured, repeatedly raped and killed. It wouldn’t have happened if she and BHO hadn’t previously taken out Gaddafi. She did field questions with a question: “What does it really matter at this point?”
Presidents used to work much, much longer than they do now. Their days were grueling and their schedules for decision and action were packed. Obama changed that and Biden has taken it to new levels. Not even a 40 hour week, apparently. Those ‘decisions’ are still there and somebody in that realm has taken up the responsibility.
Probably, the only thing Biden actually does during the limited times he does work is to sign/authorize those decisions already made for him.
