The Iranian president essentially has no power. He can only do things the Ayatollah approves. When the Ayatollah wants to try something, he selects a president to do it for him. That way if it fails the Ayatollah isn’t to blame. The delay is so that the new president can sign the documents. We can assume there is no change in strategic direction on Iran’s part. The delay would be the same if Biden died and we had to wait for Kamal to sign legislation. But Iran has to run an election first whereas the Vice President is like having a spare tire.
