It is a photo from military training of Ukrainian Army’s 43rd Infantry Brigade in Kharkiv.

The Iranian president essentially has no power. He can only do things the Ayatollah approves. When the Ayatollah wants to try something, he selects a president to do it for him. That way if it fails the Ayatollah isn’t to blame. The delay is so that the new president can sign the documents. We can assume there is no change in strategic direction on Iran’s part. He doesn’t look 70 to me, he reminds me of an old sergeant in my unit, except your guy looks a little younger.
