I was not aware of the “verified connection/contact” part.

Is that in the notice from NYSC to Merchan?

I can't imagine the NYSC not verifying before sending. That would make no sense.

But what made less sense was the fact that Merchan didn't sequester them after they started to deliberate.

My guess is that 11 out of the 12 violated the order to not discuss...etc etc...
