First, you would have to make the ban worldwide. Impossible. Second, an effective jammer may only be a regular existing electronic device with trivial modifications. Third, some motorized devices are natural jammers, depending on the frequency. Fourth, jammers might have legitimate uses (e.g. stopping certain kinds of electronic activity in detonation zones, military bases)
