That’s what government agencies do. A scrivener’s error becomes the sole basis for withholding public information (or what should be.) Yet, when something like that happens from their side, it’s always, “You have to take the INTENT of what we were trying to accomplish in mind.”
I’ve seen places I worked for do the exact same thing and always despised it but couldn’t say anything. Now that I’m retired I’ve been looking for word of some reporter trying to FOIA where I worked so that I could now call him up and tell him ‘how’ to feed in his FOIA request so they couldn’t ignore it.
If it happens once, it is an error, more than once is a strategy.
