I have actually said nothing about causation. I have asked questions. I have gotten no answers.

And you are STILL using red herrings - anything you can bring up EXCEPT the two pieces of evidence I specifically asked about:

1) Federal law requiring electromagnetic weather modification to be reported

2) the cone-shaped blips on the radar

I’ve also asked about a theory - specifically , what effect time reversal would have on radar capability. Again, nobody has addressed that question.

I’ll just bring up one thing from the link where physicists were addressing the question of whether radar can ionize. One poster had worked on military projects and said basically that based on what he already knows he’s not gonna argue the theoreticals about it. The strong implication was that he isn’t interested in discussing how it works because he already knows that it does. The Soviets have been waiting around for the last 80 or so years, waiting to see when or if we were ever gonna figure out this reversed time phenomenon.

If you knew anything about physics you wouldn’t ask that question.

You won’t even admit that radar waves are non-ionizing.

I'm not quite sure why you are so obsessed with this. If you have ever looked at weather radar before, surely you have noticed it. Every search radar I've ever used had spoking at times. It's a common form of clutter, and there are several causes. Sometimes it's interference from another radar or RF source. Sometimes it's environmental. Sometimes it's noise generated within the radar receiver, or arcing. In the military, sometimes it's jamming.

Why would the time reversed (Backward) transmission have any different effect that the Forward transmission? They are both essentially the same frequency and power, with the backward transmission containing additional information from the target and transmission path. The idea is to improve detection and eliminate clutter and multi-path effects. Best case is to use a multi-static radar and time reversal. We're not talking about quantum physics time reversal, but very complex signal processing where one step involves reversing the signal in the time domain.
