That’s what I’m seeing. Not excusing Scottie, but the officer over reacted from what I see. But I certainly may not know the entire situation.
Per the above, Scheffler was trying to get around the area by driving over a median. I can see why that would have alarmed a cop because the LEO would have no way if knowing for sure what the driver intended.
Pity Scheffler didn’t identify himself to LE, explain the situation, and politely inquire if there was a way to get past the backup.
Officer on the scene was questioned by a reporter and quoted: "Right now, he’s going to jail. He’s going to jail and there ain’t nothing you can do about it."

Probably 100% correct. Players were told to drive around and the cop apparently didn't get the memo, Scottie had no clue what the cop was doing.

cops overdoing their job IS a big problem in many situations but cops undergoing their job IS destroying communities that need them to just do their job in spite of the politicians and leftist media cop haters pointing fingers at them when their job IS occasionally overdone. just my 2

If there was,in fact,a fatality there that was being investigated the cops very probably had a legitimate reason to restrict traffic.So all that remains is if he disobey a cop’s orders.

The SAME INFORMATION WAS A NOT GIVEN TO THE COPS.
THE “PLUMP” COP who arrested Scotty was caught on video talking about “WHITE BOYS” & other disparaging remarks.
WHOEVER FAILED TO NOTIFY THE COPS is the real perp.
The cops owe Scotty an apology.
Scotty’s phone should show records of the call he got.
ALL charges should be dropped.
GLEEFUL cop should get a few unpaid days off.
