Just as everyone has cancer cells within them but are dormant, dictates and explains why everyone does not get cancer. The mRNA may not produce the turbo-charged cancer in others whose immune systems are robust, as quickly. Or perhaps they may take longer to activate the cancer cells within them as they begin to age and lose some of that robustness with regards to their immune system.

The salient point you are missing is that these turbo-charged cancers are something new that doctors had not seen previous to these mRNA shots being administered.

Hopefully, that helps you understand what the claim is about.
