I didn’t see the movies, maybe a bit more clue?

Fredo is more indecisive and his inability to act effectively on his own behalf are character flaws highlighting his ability to be used and manipulated by others outside the Corleone organization. Eventually, these outside players ultimately prod Fredo into betraying his own Brother Michael, the successor Don Corleone, in the second movie.
You’ll have to watch the movie to find out what happens to Fredo… not gonna give that away.
In the current use, Fredo was a sniveling weasel interested in his own gain; he found living life difficult.
Just like Cohen.
The eye-opener is that the reference was made by Legacy Media in a “Q-proof” sort of way.
Q posted a Godfather III reference 24 times between 2017 and 2020.
What I saw was that the Q reference was recalled by media giving us some insight as to where we are in the overall movie plot; the Q CommsOp.
It seems, to me, that this Godfather III ‘thread’ is either being tied up and Cohen IS Fredo or being used to move the Op further along to the finish.
As always, we will never be certain until it is all over.
