Both organizations require a full management overhaul. It will take many years but it can be done. They have rigorous standards that need to be honed so that they do not hire anyone with Leftist leanings.
Both organizations should be disbanded, and all current employees banned from government employment for life.
Then we can start from scratch with pro-American patriots.
