So, her dog was uncontrolled, outside, not on a leash or behind a fence.
The delivery driver was not inside her home.
This appears to be the fault of the dog's owner. The dog's owner was not in control of their dog.

There's not enough information on this story, but one will confess that one has never disliked Angie Harmon, if this is the Ms. Harmon that one seems to recall from a couple of TV shows or whatever, at all...

Two things:
1. If you invite someone to your house be it a guest or a delivery driver then you need to secure your dog.
2. Harmon is lucky the cops didn’t kill her other dog(s) when they showed up.

There is another side to this story.
We are not hearing the other side.
There are numerous stories on the web about dogs running free and attacking people and animals, often killing animals and sometime people.
The owners seem to have a stock response: It wasn't our fault, or our dog's fault, even when the evidence is clear it was their fault and the dog clearly was aggressive.
It is amazing to me how many dog owners are willing to characterize what their dog did, when they were not at the scene, did not witness what the dog did, and whose characterization of their dog is contradicted by the facts on the ground.

We walk our neighborhood daily. We learned a trick from our mailman a few years ago about dogs that aren’t well behaved. We bring dog biscuits with us and throw them away from our path. Works like a charm.

While walking down my residential street a heinz 57, twin to the Harmon's
canine, and a handsome silver pit bull ran out at me.
The pit bull was friendly as could be while the heinz tried to nip me.
Fortunately the owner was out and tried to call off the heinz.
I told the owner that I wasn't about to turn my back to his angry mutt.
His reply: "oh, it's friendly."

Most likely well deserved, too bad her dog trusted her, however dogs do that.

“Small dog?” Maybe in her mind. Sorry, but the pics on the site do not reflect a small dog. Nor do they reflect bull mastiff giant size. A reasonable person could feel some discomfiture being aggressively approached by such a dog. This one calls out for an unbiased fact finder, not the owner, to make the call. I can see why the cops did see this as a criminal issue.
