The FAB-3000 was developed in the 1950s. SU-34s can not carry them, it takes at least a TU-22 and those are strategic bombers. Russia is not going to risk a TU-22 to drop unguided bombs on Ukraine. None of the Russian glide bomb kits fit the FAB-3000. It will take time for Russia to build them, build and test glide bomb kits, and fit them to a bomber.
Given Russian procurement history this is a decade away if ever. That assumes this is for real, not more Russian empty bravado.
