Florida woman, 33, is arrested for loitering round H&R Block trying to sell her daughter to a stranger for $500... then abandoned the 'bruised' toddler

A Florida woman has been arrested for trying to sell her daughter for $500 outside a local store - and then abandoning the child when confronted by an employee.

Police said Jessica Woods, 33, was loitering around a H&R Block office in Palatka with her 18-month-old daughter, who had a bruise on her face, on March 5.

An employee of the business told police that Woods had first come into the establishment at 7:40pm one evening because her baby had a soiled diaper.

As Woods used the H&R Block restroom to change the child, the worker witnessed the mother hit her daughter with her elbow and then spank her, according to the probable cause affidavit seen by DailyMail.com.

The next morning, the witness arrived back at the office and found Woods sleeping on top of the outside air conditioner unit - and the 18-month-old was sleeping near her in a shopping cart without a blanket.

The employee confronted the mother and asked if she or the child needed any help, the affidavit said.

Woods demanded money - and when the employee said she would buy her items but not cough up cash, Woods became 'enraged' and threw her child.

Later in the day around 2pm, the witness said Woods crossed the busy street and went over to talk with her. She put the baby down on the ground, near some grass.

The 18-month-old began to crawl towards a busy road, the police document stated.

The worker picked up the baby - and it was at this point that Woods allegedly offered to sell her daughter for $500.

The real problem with this story is that the H&R Block should have called the Law for a welfare check on this woman with the baby long before they did.

On market day in Dajabón, a bustling Dominican town on the Haitian border, you can pick up many bargains if you know where to look. You can haggle the price of a live chicken down to 40 pesos (72p); wrestle 10lb of macaroni from 60 to 50 pesos; and, with some discreet inquiries, buy a Haitian child for the equivalent of £54.22.

“You just ask around town,” says Hilda Pe-a, who monitors border crossings for the Jesuit Refugee Service. “People know who the scouts are. You just tell them what kind of child you are looking for and they can bring across whatever it is that you want.”

There is a thriving trade in Haitian children in the Dominican Republic, where they are mostly used for domestic service, agricultural work or prostitution. Eight-year-old Jesus Josef was one of them. Numbed by a mixture of trauma and shyness, this small boy with huge eyes cannot recall how he left his three brothers and mother in Haiti and ended up doing domestic work for a Dominican family in Barahona, 120 miles from the capital, Santo Domingo.

Maybe, maybe not. But we all know that calling govt in isn’t going to fix the problem and most likely make it work.

The worker tested the situation. Tried to lead, got personally involved. Right or wrong. Personal attention might have caused a change.

Automatic government involvement should not always be the first call. It was a judgement, the worker made a judgment call and DIDN’T WALK AWAY AND IGNORE THE SITUATION.

Not a bad deal, pay $500 for the kid, but get an IMMEDIATE Child Tax Credit of $2000. On top of that, you can H&R Block help you use the deduction.

It's my understanding that it's the way of life in most all of South America.. Kidnapping and ransom are very common. That's why all the walls, iron bars and razor around just about everything...

There is zero respect for private property. Coming to a neighborhood near you...
