Chronicles of Narnia is. They may enjoy The Hobbit, if there reading is good. I think I read that in 2nd grade.

The Hobbit, A Wrinkle in Time, The Chronicles of Narnia and Alice's Adventures in Wonderland should all be accessible to a reader that age.
Would recommend avoiding Watership Down until they are a little older.
