Simple. The overall behavior of most Russians hasn't declined as has the behavior of a lot of Americans.
You need to have a sense of personal responsibility, which is discouraged by democrats and our "education" system.

Perhaps the Russians respect the difference between public and private behavior. In Russia, a person minds his P and Q's in public because that is expected. Conversely, the government respects the privacy of its citizens in a traditional way that is gone in the West, i.e., the government doesn't intrude routinely into family matters, or interpersonal relationships by declaring men stalkers, harassers, abusers, etc. It used to be that way here.

That’s probably true, but to GET there, the LEO system and judicial system has to also be a ‘forcing factor’ (e.g., I’d hazard a guess that PENALTIES for graffiti, etc. are much sharper there than in our hand-slap system of justice for societal problems).
