That $65 billion is payola for the Ukranian elites, many of whom will likely find a bullet once the remaining people catch up to them. This buys their temporary safety until they can flee to Qatar or wherever. Zelenskyy is a dead man walking.
Effectively there are no more troops available to fight and all the troops skilled in whatever western technology might reach them (weeks from now) are DEAD. What - exactly - is the $65 billion going to get them? It’s over except for whatever remaining graft can yet be exploited.
