The Constitution knows of NO “interim” C-in-C. Chief of Staff assumes C-in-C.
Al Haig under R Reagan.
Even when the POTUS gives authority to VP for being sedated, the VPOTUS does not have C-in-C.
The VP, until sworn in as POTUS, is not C-in-C.
Likewise anyone else in the Chain.
It’s in the Constitution that way for a reason.

An unconscience POTUS would not give VPOTUS, as interim, the ability to wage war.
