The issue apparently drew the attention of Russian President Vladimir Putin — he ordered Vorobyov to nationalize the heating facility.

Yeah, because the State owning everything worked so well during the USSR days. In fact a lot of the problems with Russia's heating infrastructure can be tracked back to those days.

A comment on a YT video about this general topic may be on to something.

The commenter said the power outages in Crimea could be attributed to the maintenance workers being conscripted for the Russia/Ukraine war. The maintenance isn’t being performed because it requires people skilled in working on Soviet-era equipment.

Maybe the Russians can get some old men to come out of retirement to perform this work.
