A comment on a YT video about this general topic may be on to something.
The commenter said the power outages in Crimea could be attributed to the maintenance workers being conscripted for the Russia/Ukraine war. The maintenance isn’t being performed because it requires people skilled in working on Soviet-era equipment.
Maybe the Russians can get some old men to come out of retirement to perform this work.
