Feedback is a fundamental principle of control theory. All systems, regardless of whether they’re technical or social, require negative feedback to maintain predictability and stability. System actions which deviate from those desired must trigger a response which counteracts (rather than reinforces) the deviation. When an automobile begins to accelerate, the cruise control applies negative feedback by reducing the throttle to maintain control. Were it to do otherwise, the car’s behavior would be unpredictable or even catastrophic.
The same principle applies to people. Accountability for one’s actions maintains the predictability of human behavior. When one is punished for breaking the rules, the likelihood of future infractions is reduced. If a child is punished for anti-social behavior and rewarded for teamwork, a productive contributor to society is developed. If a child receives little or no feedback about his behavior, a person with no sense of right or wrong is created. If a child is rewarded for bad behavior, a monster destined to prey on society is created. The penalties that accompany laws are the negative feedback that prevents our society from doing a “Thelma and Louise” -- socially speaking.
In 1908, in response to rising organized crime, the federal government decided that additional accountability was warranted. It created a watchdog called the Bureau of Investigation (which later became the FBI). Given the sweeping police powers of the watchdog, its agents receive training about the limits of their authority, and are required to swear a sacred oath to those they serve that they will not abuse their authority.
We trusted our new watchdog to hold miscreants accountable for violation of federal laws. But we failed to hold the watchdog itself accountable. We never yanked the leash and said “bad boy” when the dog deviated from its oath. Subsequently the dog learned bad habits.

And that surely includes the FBI...CIA...NSA...Homeland Security...and the Department of Just Us.

I don't know how DJT could say that. There needs to be severe consequences for the actions of their leadership and those who followed illegal orders.
Who or what then performs the mission of the FBI, which is as follows:
1. Protect the U.S. from terrorist attack
2. Protect the U.S. against foreign intelligence, espionage, and cyber operations
3. Combat significant cyber criminal activity
4. Combat public corruption at all levels
5. Protect civil rights
6. Combat transnational criminal enterprises
7. Combat significant white-collar crime
8. Combat significant violent crime.
When men fail to follow the Constitution, is the answer to toss the Constitution or is it to hold those accountable who've broken their oath to uphold the Constitution? Similarly, I believe the FBI's mission is vital. What it needs is a thorough house cleaning, which removes bad actors and a House that holds all future FBI leadership and employees accountable with serious penalties for transgressors.
I recall a line attributed to the less than great LBJ who was told that with AG Kennedy out of the way, they could appoint a new director at the FBI replacing Hoover. LBJ allegedly said: Hoover is the type of guy you want in the tent pissing out not the other way around.
The executive has never had control of that organization after WWII. It was most glaring when Hoover, the alleged acme of law enforcement, refused to get involved investigating the Mafia and also refusing to get involved in investigating drug crimes. Bank robberies, repossessing stolen cars were the main stay. Of course, and for the good, half the organization was involved in counter intelligence operations against the USSR and other commies.
Keep the 15,000 or so field agents. Shift them and their responsibilities over to the US Marshals, the DEA, etc.
Fire the 20,000 bureaucrats in DC and have them vacate the swanky new HQ they were given.
Well if the administration oversteps the constitution and unleashes the beast upon American citizens, damn near every sheriff deputy knows who the local FBI are. Should the Fed’s decide to declare war on Trump supports, it will be the Sheriff’s who keep law and order in the countryside, while the POO-LICE and DNC try to conquer the cities.
Yes, FBI HQ would make a nice hospital for illegal immigrates who are not tresspassing in DC.
They need to obey the Constitution to the letter or out they go. I doubt that problems are the fault of everyone in the FBI.
