We should not need to amend the Constitution to address this.

But John Adams said it best:
“Our Constitution was made only for a moral and religious People. It is wholly inadequate to the government of any other.”

You could probably get this through if you threw in permanent legal residents. If Democrats object to that compromise then they’ll show their nefarious intent.

You are incorrect. They are apportioned according to the state’s total population, regardless of citizenship status.

Currently they do count illegals in the census count. Reason we need to change if can pass all the hurdles.

Until we control 2/3rds of the US House and Senate, this amendment will not pass the first step.

That said there is a difference between resident population and Census apportionment population.

he 2020 Census apportionment population includes the resident population of the 50 states, plus a count of the U.S. military personnel and federal civilian employees living outside the United States (and their dependents living with them) who can be allocated to a home state. The populations of the District of Columbia and Puerto Rico are not included in the apportionment population because they do not have voting seats in the U.S. House of Representatives.

TOTAL RESIDENT POPULATION (50 states only)~~~~~~~~330,759,736

TOTAL APPORTIONMENT POPULATION (50 states only)~~~~~~~~331,108,434*

* Includes the resident population for the 50 states, as ascertained by the Twenty-Fourth Decennial Census under Title 13, United States Code, and counts of U.S. military and federal civilian employees living overseas (and their dependents living with them overseas) allocated to their home state, as reported by the employing federal agencies. The apportionment population excludes the population of the District of Columbia. The counts of overseas personnel (and dependents) are used for apportionment purposes only.

For information purpose: 2020 April Census Count
District of Columbia)~~~~~~~~689,545
Puerto Rico)~~~~~~~~3,285,874
TOTAL RESIDENT POPULATION, INCLUDING DC & PUERTO RICO)~~~~~~~~334,735,155
