I think we do that, illegal aliens are not counted.
You could probably get this through if you threw in permanent legal residents. If Democrats object to that compromise then they’ll show their nefarious intent.

You are incorrect. They are apportioned according to the state’s total population, regardless of citizenship status.
Currently they do count illegals in the census count. Reason we need to change if can pass all the hurdles.

That said there is a difference between resident population and Census apportionment population.
he 2020 Census apportionment population includes the resident population of the 50 states, plus a count of the U.S. military personnel and federal civilian employees living outside the United States (and their dependents living with them) who can be allocated to a home state. The populations of the District of Columbia and Puerto Rico are not included in the apportionment population because they do not have voting seats in the U.S. House of Representatives.
