SCOTUS doesn't need to make a ruling. It says, "If review is sought in the Supreme Court before the stay expires, it shall remain in place"

So all that’s needed is for the USSC to accept a review and not make a ruling?

When did the USSC accept a review of what the Colo Court ruled?
