Summary for today.
Just chaired a Supreme Commander-in-Chief’s Staff meeting. Frontline commanders and the Commander-in-Chief reported on the situation at the front – all main directions. East – Kupyansk, Lyman, Maryinka, Avdiivka. Zaporizhzhia. South and, in particular, our actions in Kherson region. Grateful to all the soldiers on the front lines – in battles, at combat posts. Thanks to everyone helping defend our positions – building fortifications, mining the paths that occupiers try to use. Listened to reports on the supply of ammunition and weapons, we are preparing updated requests for communication with partners. A productive week of talks is ahead.
The head of the Foreign Intelligence Service of Ukraine presented a report on possible Russian actions and the international situation for the next year at the Staff meeting. We are analyzing all possible scenarios, and there must be our Ukrainian scenario for 2024. Specific operations with entirely specific justifications that will give Ukraine entirely specific results. Everything necessary for our state, our brigades, these specific results must be calculated precisely. This includes issues of mobilization. Everyone in Ukraine understands that changes are needed in this area. It’s not just about the number of those who can be mobilized. It’s about terms – for everyone currently in the military – for demobilization – and for those who will join the military. And it’s about conditions. These are comprehensive things that military leadership and the Ministry of Defense have to work out and present to the Staff for approval. Today, there were some proposals. I am waiting for integrated solutions.
Held several important meetings. Minister of Defense and his first deputy. Special, sensitive, non-public issues regarding the provision of our forces. And, a preparatory meeting before the next week. Ukraine’s participation in meaningful events, including international ones, is planned.
Today, we achieved a significant diplomatic outcome – Russia will no longer be part of the leadership of the International Maritime Organization. This is one of the largest and highly influential global institutions responsible for maritime safety. Obviously, the state-terrorist that turned the Black Sea into a battlefield cannot be among those influencing the activities of the International Maritime Organization. The entire week, we worked towards this decision – and it is a success. I am grateful to everyone who contributed to this.
Another thing.
Greeted the employees of the Prosecutor’s Office of Ukraine on their professional day. It is crucial that Ukraine works with all partners in the most knowledgeable, careful, and professional manner to properly document and substantiate Russian crimes against our people, war crimes against our state, with evidence to restore justice. I am grateful to everyone performing this work: prosecutors, detectives, investigators, experts, and criminalists. Also, to everyone worldwide supporting the efforts of our state. The team of the International Criminal Court is busy working with Ukrainian specialists. The investigations into the abduction of children by Russians in the occupied territories of our state, deportations. When Russian officials and criminals receive lawful and just sentences, especially for deporting our children, this will be the defense of humanity on which normal life in the world depends. The Prosecutor General, the system of prosecutor’s offices in Ukraine, and law enforcement agencies are approaching the necessary just result. I thanked them for this today.
Glory to all who fight and work for the interests of Ukraine and Ukrainians! Glory to our strongest nation. A nation that is strongest when it believes in itself and knows its goals.

Three Greek companies are pulling out of the Russian oil trade. These firms own a fleet of more than a hundred tankers and are capable of handling all the oil from the federation’s western ports, Reuters reported, citing traders. They have been transporting Russian oil for decades and continued to do so until October 2023. Moscow is having trouble finding tankers after the U.S. imposed sanctions on shipowners who transported Russian oil at prices above $60 a barrel. UKRAINE has reportedly bombed Putin’s longest railway 4,000 miles deep inside Russia for the second time in two days.
Dramatic footage captured yet more freight trains exploding in an assumed attempt to paralyze the munitions supply route from North Korea to the frontlines.
Ukrainian secret services are said to be behind the double attack in Buryatia in Russia’s far east, 4000 miles from Moscow.
A 50 tanker train, filled with diesel and aviation fuel, was reportedly targeted in what Russia has branded a “terrorist attack”.
A second blast then rocked another train nearby, leaving four tanks burnt out and fuel spewing out.
On Wednesday night, Ukraine attacked the same cross-country railway line at the ten-mile-long Severomuyskiy Tunnel, which cut off Russia’s main link to China, security sources claimed.
A 41-wagon goods train - including three tankers filled with aviation fuel - was reportedly destroyed.
A Kyiv source told The Sun that the blasts had “paralyzed” Russia’s Baikal-Amur Mainline which runs for 2,700 miles from central Russia to its Sea of Japan east coast.
The two bombings are the deepest behind enemy lines of any sabotage attacks so far.
The Baikal-Amur Mainline is used for munitions from North Korea and China to supply Putin’s invading forces in Ukraine, Kyiv claims.
Along with China, Kim Jong-un has supplied Putin with vast supplies of artillery shells and other munitions after the pair of despots met in Vladivostok in September.
“The explosion incident allegedly occurred on the Itikit-Okushikan section of the East Siberian Railway in the Northern Railway Tunnel,” said InformNapalm channel telegram channel.
“It is located on the BAM [Baikal-Amur Mainline] and receives military supplies from the DPRK [North Korea].”
Footage from Russian news sites shows the carnage with burning oil lighting up the sky after the second explosion.
The second train hit was reportedly “in the same area”, over 3,000 miles from the Ukrainian border in Siberia.
“Four tanker wagons from the train burned out, two more were damaged by fire,” Baza media reported, adding that fuel spread over 1,600sqft.
The report said investigators were treating the explosions as “sabotage” and had opened a criminal case into “TERRORISTS” attacks.
Bombs placed on the tracks are suspected.
Russia’s longest railway tunnel still remains blocked from Wednesday’s daring overnight attack, which appears to have caused massive damage to the tracks that lead to China.
President Putin has begged China’s Xi Jinping for weapons to help fight Ukraine, but so far he has refused to “really turn on the taps” according to Western officials.
Nonetheless, the tunnel attack could hamper trade with China.
And it will also limit the movement of Russian troops and military supplies from eastern Russia, where many of Putin’s cannon-fodder conscripts hail from.
A leaked internal email from Russian Railways in the aftermath stated: “Attention EVERYONE!!!
“There was a TERRORIST attack in the Severomuysky tunnel!!! There are signs of explosions on the tankers….
“High alert mode has been introduced!!! Extra vigilance!!! Instruct all the employees!!!”
Russia initially claimed the tunnel explosion was caused by a “short circuit” but now appears to accept it was a sabotage attack.
Last month Lt-Gen Kyrylo Budanov, Ukraine’s military intelligence chief, said rockets in Kim’s arsenal are suitable for Russia’s Grad anti-aircraft missile defense system, and some Russian tanks.
North Korea is capable of producing a significant number of artillery shells as unlike Russian, the Pyongyang regime has preserved facilities for serial weapons production.
According to Ukrainian intelligence, Russian military plants can satisfy on;y seven per cent of the Russian army’s needs of artillery shells.
“It’s a question of how much the Koreans will be able to transfer quickly,” said Budanov.
The attack follows a spate of Ukraine sabotage raids against factories, railways and airfields deep inside Russian territory.
Ukraine has twice attacked the £3bn Kerch road and rail bridge linking mainland Russia to occupied Crimea.
There have also been a number of unexplained blasts on rail lines carrying military supplies towards the Ukraine frontline.
The blasts came a day after a Ukrainian cyber attack saw a message from President Zelensky broadcast on TVs across occupied Crimea.
Russian officials scrambled to end Zelensky’s broadcast, but together with his spy chief Lt Gen Kyrylo Budanov, 37, they declared: “Crimea is ours.”
The pair vowed to expel Russian forces and return illegally annexed Crimea to Ukraine.
The daring hack also saw the message “Putin is a d***head” displayed on Crimean TVs.
Just how are Russian soldiers supposed to advance, when their officers directly in command of them are not allowed to know where Russian minefields are? This helps explain how the Russian army's so called winning is so slow and costly.

Good afternoon, dear colleagues, fellow Ukrainians.
32 years ago, more than 90% of Ukrainians voted “yes” in the referendum on the independence of our country.
The idea of a free Ukraine was supported in every region, in every locality. Our struggle for the restoration of our own state and true independence was just beginning.
Today we are writing a new history of Ukraine. We know how high the price of freedom is. We continue our struggle for a strong, independent European Ukraine.
This month, the EU leaders’ summit is expected to make a historic decision to start negotiations on Ukraine’s accession to the EU. We are counting on it.
We continue sectoral integration. This week, Brussels confirmed the full completion of the synchronization of the Ukrainian and European energy systems. This is a great achievement for our country that was hard to imagine two years ago.
At the same meeting in Brussels, a decision was made that will allow Ukraine to import up to 1,700 MW of electricity from Europe. This is an additional 500 MW that will help us cover a possible deficit in the winter.

Together with the EU and our partners, we are working in another important area – the restoration of Ukraine.
The main resource for our reconstruction should be the confiscated russian assets. Everyone understands that this is fair and right.
We expect that this month the European Commission will come forward with a plan to use russia’s frozen sovereign assets to support Ukraine.
Also this week, a bipartisan and bicameral group of members of the U.S. Congress introduced a bill on the confiscation of assets of sanctioned russian oligarchs for the benefit of Ukraine’s recovery. This document expands the confiscation capabilities of the U.S. Department of Justice and gives it the authority to transfer all funds from russian assets seized by the U.S. Government to Ukraine. We call on our partners to move forward.
Both the assets of russian oligarchs and the sovereign assets of russia should be subject to confiscation. This is the only way to show the kremlin regime that its strategy of attrition will not work.

Ukraine has proposed a clear and understandable roadmap for the legitimate confiscation of frozen russian assets.
One of the key elements is the work of the international Register of Damage, which was established by a decision of the Council of Europe and will operate in the Netherlands.
Today, we will approve two documents that will contribute to the efficient functioning of the Register.
Given that this Register will operate in electronic form, the Ministry of Digital Transformation and the Ministry of Justice of Ukraine should develop and submit technical requirements for the creation of software for such a Register. The Ministry of Digital Transformation should also develop a way for Ukrainians to submit claims for damages or losses through Diia.
The second document in this area is our proposal to classify the categories of damage subject to compensation. This will allow for a systematic approach to the provision of all information on losses, damage and harm caused by russia to the state of Ukraine, as well as to each individual Ukrainian citizen and legal entity.

We also continue to move consistently towards membership in the Euro-Atlantic Alliance. This week, a meeting of the NATO-Ukraine Council at the level of Foreign Ministers took place in Brussels.
Ukraine presented a document called the “adapted Annual National Program”. This is a list of key reforms that we need to implement to bring us even closer to NATO standards. We received approval of our vision.
We are grateful to all the countries that support us on this path.

Today, Ukraine spends all its resources on war and defense.
Nevertheless, thanks to the financial support of our partners, we continue to increase social benefits for those who need it most.
Pensions were 100% funded in November. UAH 57.8 billion was paid out. There are no delays. We are continuing the program of monthly supplements to old-age pensions.
Pensioners aged 80 and over will receive a monthly pension supplement of UAH 570. Pensioners aged 75-80 will receive UAH 456, and pensioners aged 70-75 will receive an additional UAH 300 per month.
In addition, together with UNICEF, we are continuing our support program for Ukrainian families. We are talking about payments to low-income families with many children in eight frontline districts of Dnipropetrovsk, Zaporizhzhia and Kharkiv regions. These families will be able to receive UAH 3,600 per adult and UAH 6,600 per child for three months.
We are grateful to our partners for their help in implementing this important program.

In the debate between Moltke and Bismarck, Putin has chosen to follow Moltke’s lead, and wage the war of extermination. Not – and again we stress this – a war of genocide, but a war which will destroy Ukraine as a strategically potent entity. Already the seeds are sown and the fruit begins to bud – a Ukrainian democide, achieved through battlefield attrition and the mass exodus of prime age civilians, an economy in shambles and a state that is cannibalizing itself as it reaches the limits of its resources.
There is a model for this – ironically, Germany itself. After the Second World War, it was decided that Germany – now held to account for two terrible conflagrations – could simply not be allowed to persist as a geopolitical entity. In 1945, after Hitler shot himself, the allies did not demand the spoils of a Cabinet War. There was no minor annexation here, no redrawn border there. Instead, Germany was annihilated. Her lands were divided, her self-governance was abolished. Her people lingered on in a stygian exhaustion, their political form and life now a plaything of the victor – precisely what Moltke wanted to do to France.
Putin is not going to leave a geostrategically intact Ukraine which will seek to retake the Donbas and exact revenge, or become a potent forward base for NATO. Instead, he will transform Ukraine into a Trashcanistan that can never wage a war of revanchism.

Day 646 of the russian full-scale military aggression against Ukraine continues.
During the day of December 1, there were 67x combat engagements. The enemy launched a total of 2x missile strike, 17x air strikes, 46x MLRS attacks at the positions of Ukrainian troops and various settlements. Moreover, since the beginning of the day, russian occupants have attacked Ukraine with 2x Kh-59 guided missiles and 12x attack UAVs of the Shahed-136/131 type. Ukrainian air defense forces shot down 1x Kh-59 guided missile and 8x attack UAVs. Unfortunately, the russian terrorist attacks have resulted in civilian casualties and injuries. Private residential buildings as well as other civilian infrastructure were destroyed and damaged.
The operational situation in eastern and southern Ukraine remains difficult.
VOLYN and POLISSYA AXIS: no significant changes. No signs of formation of an offensive group. Certain units of the armed forces of belarus continue their missions in the areas bordering Ukraine.
SIVERSHCHYNA and SLOBOZHANSHCHYNA AXIS: the adversary maintains its military presence in the areas of russia bordering Ukraine. The enemy continues its sabotage and reconnaissance activities, shelling Ukrainian settlements from the territory of russia and increases the density of minefields along the state border of Ukraine. Around 15x settlements came under enemy artillery and mortar fire, including Krasnyi Khutir (Chernihiv oblast), Prohres, Stepok (Sumy oblast), Udy, Ternova, Vovchansk, Varvarivka (Kharkiv oblast).
KUPYANSK AXIS: the enemy conducted assault operations in the vicinities of Synkivka (Kharkiv oblast), and Stelmakhivka (Luhansk oblast). Ukrainian defenders repelled 9x attacks in the area. The invaders fired artillery and mortars at around 10x settlements, including Dvorichna, Synkivka, Petropavlivka, Ivanivka, Berestove (Kharkiv oblast).
LYMAN AXIS: the invaders made assaults in the area of Serebryanske forestry (Luhansk oblast), where Ukrainian defenders repelled 7x attacks. The occupiers fired artillery and mortars at around 10x settlements, including Nevske, Bilohorivka (Luhansk oblast), Torske, Serebryanka, Verkhnokamyanske, Spirne, Rozdolivka (Donetsk oblast).
BAKHMUT AXIS: the invaders conducted offensives near Hryhorivka, Bohdanivka, Ivanivske, Klishchiivka and Andriivka (Donetsk oblast). Ukrainian defenders repelled 18x attacks in the area. More than 15x settlements, including Orikhovo-Vasylivka, Markove, Chasiv Yar, Klishchiivka, New York (Donetsk oblast), came under artillery and mortar fire.
AVDIIVKA AXIS: the invaders made assaults near south of Novokalynove, Stepove, Avdiivka, Sjeverne, Pervomaiske (Donetsk oblast), to no success. Ukrainian defenders repelled 16x attacks in the area. The enemy fired artillery and mortars at around 10x settlements, including Berdychi, Stepove, Avdiivka, Karlivka, Pervomaiske (Donetsk oblast).
MARYINKA AXIS: the invaders made failed assaults with air support in the vicinity of Novomykhailivka (Donetsk oblast), The settlements of Hostre, Maryinka, Novomykhailivka, Pobjeda, Kostyantynivka (Donetsk oblast) were under artillery and mortar fire of the occupiers.
SHAKHTARSKE AXIS: the adversary conducted no offensives. Around 10x settlements, including Vuhledar, Vodyane, Novoukrainka, Urozhaine, Makarivka, Rivnopil (Donetsk oblast), came under artillery and mortar fire.
ZAPORIZHZHIA AXIS: the enemy made 10x attempts to regain lost ground in the vicinity of Robotyne and west of Verbove (Zaporizhzhia oblast), to no success. More than 20x settlements, including Temyrivka, Malynivka, Charivne, Robotyne, Stepove, Kamyanske (Zaporizhzhia oblast), came under artillery and mortar fire.
KHERSON AXIS: the enemy fired artillery at the city of Kherson and the settlements of Ivanivka, Novotyahynka, Ponyativka, Antonivka (Kherson oblast).
Ukrainian Defense Forces continue to hold their ground on the left bank of the Dnipro River (Kherson oblast) and inflict fire on the enemy.
During the day of December 1, Ukrainian missile troops hit 3x concentrations of troops, weapons and military equipment, and 5x ammunition depots of the russian invaders.
