It is probably that accurate.

The Iranian fissile material would be stored deep underground, so the ground would absorb much of the bomb’s force.

The bomb may have graphite reflectors to concentrate neutrons on Iranian fissile material.

The Mod 12, like the Mod 11, are Earth Penetrating Weapons. They will bury themselves deep enough to use Ground Coupling to perform their intended function without the need for megaton-range weapons.
