The Kremlin is trying to provoke Ukrainians, tired of waiting for the return of their relatives from Russian captivity, to protests. Kidnapping has already become an element of Russian national policy.
At least 20,000 Ukrainian minors have been deported from the temporarily occupied territories, whom the occupiers seek to turn into Russians. Moscow is not interested in other options for ending the war than the complete defeat and destruction of Ukraine.
Sadly, they also produce increased Ukrainian losses, though how many we don't know exactly, normally many fewer than Russian losses.
