I have just held two important meetings in Zaporizhzhia. An operational one with the military, with Generals Tarnavskyi, Moskaliov, Litvinov and all those responsible for defense here in Zaporizhzhia region. The second meeting was actually a nationwide meeting on fortifications. In all major areas where we need to boost and accelerate the construction of structures.
Of course, these are primarily Avdiivka, Maryinka and other areas in Donetsk region that will receive maximum attention. Kharkiv region – the direction of Kupyansk, as well as the Kupyansk – Lyman defense line. The entire Kharkiv, Sumy, Chernihiv, Kyiv, Rivne, and Volyn regions, as well as the south – Kherson region. There were reports from regional authorities, all the relevant military commanders. Defense Minister Umerov, General Pavliuk. We discussed the mobilization of resources, the motivation of private business in this work, and financing. The priority is obvious. I am grateful to everyone working on this kind of construction, in the production of materials. We also discussed the needs that we will address with our partners to reinforce our defense lines. Special attention is paid to the construction of shelters in schools, in particular here in Zaporizhzhia and the region, so that children can study at least in a mixed format – offline as well.
I was in Kharkiv today. A good, emotional meeting in a metro school – an extremely useful, appropriate project. Children study in classrooms like in a regular school, but in the subway – in the shelter that is the subway. I talked to the boys and girls – bright eyes, bright minds, and a very bright school. There is a future when there are children like this. I am sure of it. I had the honor of awarding teachers from Kharkiv and Kharkiv region, from different cities, who work in Ukraine, for the sake of Ukraine.
This morning I was in Kupyansk – it is important to support our city and our defenders. I held a meeting with General Syrskyi and the commanders who are fighting in the Kupyansk sector. I awarded the five officers who were present and asked to present awards to soldiers, sergeants, and junior officers separately. Thank you, warriors, for your resilience and for your daily hard work!
Today I had three phone calls. German Chancellor Scholz, British Prime Minister Sunak, and Bulgarian Prime Minister Denkov. I have a lot to thank our partners for: our agreements – Ukraine and Germany, Ukraine and the UK, Ukraine and Bulgaria – are all being implemented. We have also outlined new joint steps. Protection of our people. Protection of our Europe. Protection of the international legal order. I thank everyone in the world who helps Ukraine!

Some delegations at the OSCE foreign ministers summit in Skopje left the room as Russian Foreign Minister Sergey Lavrov began his address on Thursday (November 30). During a working trip to Zaporizhzhia region, President of Ukraine Volodymyr Zelenskyy held a meeting on the construction of fortifications.
The Head of State listened to the reports of Minister of Defense of Ukraine Rustem Umerov and his First Deputy Oleksandr Pavliuk. Representatives of military administrations, local authorities and military commanders also delivered reports.
The participants of the meeting discussed the issue of fortification of strongholds and construction of fortifications on the main defense lines, in particular on the Avdiivka, Maryinka, Kupyansk-Lyman directions, as well as in the regions bordering the aggressor country and Belarus.
Head of the Zaporizhzhia Regional Military Administration Yuriy Malashko reported on the construction of shelters in schools in the region.
The participants of the meeting paid special attention to mobilizing resources, in particular financing, for the construction of fortifications and to the formats of cooperation with private businesses that could be involved in performing such work or supplying the necessary materials.
The President of Ukraine emphasized that the proper fortification of defense lines must become a priority, particularly in the frontline regions.

As part of his working trip to Kharkiv region, President of Ukraine Volodymyr Zelenskyy familiarized himself with the organization of schoolchildren’s education at the Universytet metro station in Kharkiv.
The Head of State visited classrooms where lessons in mathematics, English language, and music were underway. Volodymyr Zelenskyy talked to the children and inquired about the details of their studies. The pupils told the President about their favorite school subjects and their hobbies.
In addition, the Head of State presented awards and honorary titles to educational workers of Kharkiv region. The Head of State awarded the teachers with the Orders of Princess Olha, III class, and conferred the honorary titles “Honored Educational Worker of Ukraine” and “Honored Teacher of Ukraine”.
“It’s a pleasure to visit Kharkiv region, to see the children, their smiles, their eyes - tiny, lovely, but already a little bit grown up - because of all the challenges they are going through together with the whole country. I want to thank all of you for making Kharkiv region alive, for having wonderful children, and people of various professions. Undoubtedly, for having such teachers.
If there’s a school, even such a creative one, there is life. Thank you for your work, for serving the children of Ukraine. I want to thank you for being in Ukraine, with Ukrainian children, for imparting knowledge to our children during the war, and for not letting the war stop you,” emphasized Volodymyr Zelenskyy.
At the Universytet station, there are 831 children from 40 different classes assigned to 11 educational institutions.
Classrooms for children are located at five Kharkiv metro stations: Universytet, Peremoha, Traktornyi Zavod, Metrobudivnykiv and Akademika Pavlova. There are 105 classes with 2094 pupils in grades 1-11. Classrooms are assigned to 26 lyceums. Children study in two shifts.
Schoolchildren from all over the city are transported free of charge by buses on 12 routes, accompanied by patrol police. There are accompanying persons on the buses with the children.

Day 645 of the russian full-scale military aggression against Ukraine continues.
The enemy continues to ignore the laws and customs of war, uses terror tactics, launches strikes, and shells both military and civilian targets.
During the day of November 30, there were 73x combat engagements. The enemy launched a total of 1x missile strike, 43x air strikes, 34x MLRS attacks at the positions of Ukrainian troops and various settlements. Moreover, since the beginning of the day, russian occupants have attacked Ukraine with 7x attack UAVs of the Shahed-136/131 type, 5 of which were shot down by air defense forces. Unfortunately, the russian terrorist attacks have resulted in civilian casualties and injuries. Private residential buildings as well as other civilian infrastructure were destroyed and damaged.
The operational situation in eastern and southern Ukraine remains difficult.
VOLYN and POLISSYA AXIS: no significant changes. No signs of formation of an offensive group. Certain units of the armed forces of belarus continue their missions in the areas bordering Ukraine.
SIVERSHCH and SLOBOZHANSHCHYNA AXIS: the adversary maintains its military presence in the areas of russia bordering Ukraine. The enemy continues its sabotage and reconnaissance activities, shelling Ukrainian settlements from the territory of russia and increases the density of minefields along the state border of Ukraine. Around 15x settlements came under enemy artillery and mortar fire, including Hremyach, (Chernihiv oblast), Popivka, Atynske, Loknya (Sumy oblast), Nesterne (Kharkiv oblast).
KUPYANSK AXIS: the enemy conducted assault operations with air support in the vicinities of Synkivka, northeast of Petropavlivka (Kharkiv oblast), and Stelmakhivka (Luhansk oblast). Ukrainian defenders repelled 7x attacks in the area. The adversary launched an air strike near Ivanivka (Kharkiv oblast). The invaders fired artillery and mortars at around 10x settlements, including Dvorichna, Synkivka, Petropavlivka, Ivanivka, Berestove (Kharkiv oblast).
LYMAN AXIS: the invaders made assaults in the area of Serebryanske forestry (Luhansk oblast), and Torske (Donetsk oblast), where Ukrainian defenders repelled 4x attacks. The occupiers fired artillery and mortars at around 10x settlements, including Nevske, Bilohorivka (Luhansk oblast), Torske, Verkhnokamyanske, Spirne, Rozdolivka (Donetsk oblast).
BAKHMUT AXIS: Ukrainian defenders repelled 21x attacks near Bohdanivka, Klishchiivka and Andriivka (Donetsk oblast). More than 20x settlements, including Minkivka, Orikhovo-Vasylivka, Bohdanivka, Ivanivske, Klishchiivka, Andriivka (Donetsk oblast), came under artillery and mortar fire.
AVDIIVKA AXIS: the invaders made assaults with air support near Stepove, Avdiivka, Tonenke, Sjeverne, Pervomaiske (Donetsk oblast), to no success. Ukrainian defenders repelled 15x attacks in the area. The enemy fired artillery and mortars at around 15x settlements, including Novokalynove, Orlivka, Avdiivka, Sjeverne, Nevelske, Pervomaiske (Donetsk oblast).
MARYINKA AXIS: the invaders made failed assaults with air support in the vicinity of Novomykhailivka (Donetsk oblast), where Ukrainian defenders repelled 9x attacks. Around 10x settlements, including Krasnohorivka, Maryinka, Novomykhailivka, Pobjeda, Kostyantynivka, Katerynivka (Donetsk oblast) were under artillery and mortar fire of the occupiers.
SHAKHTARSKE AXIS: the adversary conducted no offensives. Around 10x settlements, including Vuhledar, Vodyane, Prechystivka, Zolota Nyva, Bohoyavlenka, Novoukrainka (Donetsk oblast), came under artillery and mortar fire.
ZAPORIZHZHIA AXIS: the enemy made 11x attempts to regain lost ground in the vicinity of Robotyne (Zaporizhzhia oblast), to no success. Also, Ukrainian defenders repelled 3x attacks west of Verbove (Zaporizhzhia oblast). The occupiers launched air strikes near Kamyanka and Novoandriivka (Zaporizhzhia oblast). More than 20x settlements, including Zaliznychne, Bilohirya, Novodanylivka, Lobkove, Kamyanske (Zaporizhzhia oblast), came under artillery and mortar fire.
KHERSON AXIS: the invaders launched air strikes in the vicinities of Tyahynka and Krynky (Kherson oblast). The enemy fired artillery at the city of Kherson and the settlements of Beryslav, Ivanivka, Sadove (Kherson oblast), as well as the city of Ochakiv (Kherson oblast).
Ukrainian Defense Forces continue to hold their ground on the left bank of the Dnipro River (Kherson oblast) and inflict fire on the enemy.
During the day of November 30, Ukrainian Air Force launched 10x strikes on concentrations of troops, weapons and military equipment, and 1x strike on an air defense system of the occupiers.
Ukrainian missile troops hit 3x air defense systems, 1x radar station, 1x electronic warfare station, and 2x concentration of troops, weapons and military equipment of the russian invaders.

The time from first aid at the scene of a disaster to patient transportation and hospitalization is crucial to saving the lives of the injured and wounded in emergencies.
Japan’s disaster medicine has effective medical protocols and standards for emergency services to respond to emergencies. In particular, a system of operational coordination and interaction between rescuers and paramedics has been established to provide first aid and stabilise victims before they are transported to an ambulance or hospital.
During a week-long visit to Tokyo, a delegation from the Ministry of Health of Ukraine learned in detail about the planning and coordination of Japan’s medical response teams.
The accident at the Fukushima Daiichi nuclear power plant and the work of paramedics and doctors during earthquakes and floods have influenced the modernization of the Japanese medical system, and this experience is important for Ukraine, especially in the face of the challenges of war.
The terrorist attack on the Kakhovka hydroelectric power plant, the constant shelling of residential buildings and civilians, and the threat of a nuclear accident require a rapid transformation of Ukraine’s disaster medicine. International partnerships in this area will allow for faster development of disaster medicine in line with international standards.
“The concept of the ‘golden hour’ in the context of disaster medicine is crucial. Immediate on-site medical care can save lives, stabilise victims and reduce the risk of critical complications and disability. In the summer, the Government backed a Ministry of Health resolution that divides disaster medicine teams into three types, allowing medical personnel to be deployed immediately at the scene of a disaster. For example, if a victim has not been completely freed from the rubble of a building, paramedics can provide first aid.
That is why the Ministry of Health is expanding its cooperation with the Japan International Cooperation Agency (JICA) in the field of disaster medicine in order to share experience and develop a highly effective system of emergency medical response aimed at minimising mortality and saving as many lives as possible,” said Deputy Minister of Health and Chief State Sanitary Doctor of Ukraine Ihor Kuzin during his working visit to Japan.
The Ukrainian delegation also visited a centre for disaster medicine, a coordination centre, hospitals and simulation training for emergency teams practicing response to simulated floods and a subway emergency. The head of the Ukrainian delegation, Ihor Kuzin, held a series of meetings with government officials and the management of the Japan International Cooperation Agency.
Since March, under two joint projects between the Ministry of Health and JICA, nine magnetic resonance imaging scanners have been purchased for medical institutions in Ukraine, 20 vehicles have been delivered to primary healthcare facilities in Kharkiv region, and special neurosurgical microscopes are planned to be delivered to hospitals.
The physical and psychological rehabilitation of war-affected people remains a priority area for further cooperation. These issues have been discussed at the level of the Presidents of both countries. Expert consultations are underway to finalize projects that will ensure access to quality rehabilitation for all those who need it.
