No, son; it’s FOUNDERING: Look it up. FOUNDERING means SINKING; going under. FLOUNDERING means still afloat; hence, that is why I said no effort to tread water (i.e., stay afloat; or, in your words, flounder) would save you; you are going under.
But, basic vocabulary is beyond your ken.
