We continue to build our relations with all countries of the Global South – Ukraine needs understanding in all parts of the world.
Today I spoke with the President of Indonesia. By the way, it is the country where our Peace Formula was first presented a year ago at the G20 Summit. I have now informed Mr. President about the results we have achieved in attracting the world majority to the Peace Formula. I hope Indonesia will become part of this global effort.
We also discussed the issue of global food security – our maritime export corridors. This is one of Ukraine’s greatest successes – clearing our sea of Russian warships. This gives more security both for us and for the whole world. I am grateful to all our warriors, all port workers, and everyone who helps, for keeping the Black Sea a living sea for global relations, not a zone of Russian terror.
Of course, the suffering of people in the Middle East was one of the main topics of our conversation with the President of Indonesia. It is very important that as many civilians as possible are protected and that the war that is going on in the Middle East does not lead to a full-scale collapse of international stability. Everyone needs security and peace.
I also spoke with Mr. President of Paraguay – Ukraine’s attention to Latin America and Latin America’s attention to our country should only increase. It is right for Latin American countries to be involved in global affairs, in the protection of human rights and the sovereignty of nations.
Among all the things we discussed today with the President of Paraguay, I would like to emphasize our diplomatic efforts on the Peace Formula and our joint work on international platforms. I am grateful for supporting Ukraine.
I would also like to thank Azerbaijan today. As we agreed with Mr. President Aliyev, on the eve of the winter, we have received appropriate assistance for our energy sector. We realize that this winter’s difficulties may be no less than last year’s. We are getting ready. And the support for Ukraine, our people, and our energy sector is critically important.
We are also working with all our partners to get air defense systems for Ukraine – we are trying to add strength to our sky shield virtually every week. The more protected the Ukrainian sky, Ukrainian cities and villages are, the more opportunities our people will have for economic activity. For production, in particular, for defense production. No matter what happens in the world, Ukraine will have its own strength to defend its sovereignty.
Today, I had meetings with the Prime Minister on current issues and needs of the state, and with the Minister of Foreign Affairs on his meetings and conversations with partners, new agreements that can be reached. I also held a meeting with the Main Intelligence Directorate – there are important intelligence results. I thank you guys. We continue to evacuate our citizens from the Gaza Strip – 89 of our people have been rescued so far. We continue this work. It is a very painstaking and delicate process. Today I also heard a report from the Security Service of Ukraine on countering collaborators. Well done, guys.
Of course, the frontline. I am in touch with the military throughout the day. The hottest areas over the past day are Avdiivka, Maryinka, Kupyansk, and Bakhmut. I am grateful to all our brigades, to each unit for their resilience, for their strength, for the destruction of the occupiers. Southern directions – guys, I thank you for your strength. Our artillery, our missile forces and everyone who helps in the special services – I thank you for your accuracy. There are encouraging results. There will be more.

An incrementally growing Ukrainian bridgehead on the east bank of the Dnipro River has for the first time been reinforced by armored vehicles, Russian information platforms focused on the war and news platforms reported. Drone images of a single Ukrainian BTR-4 armored personnel carrier being ferried across the river aboard a Soviet-era amphibious transport were reportedly captured near the east bank village of Krynky, an outpost captured by Ukrainian Marines in late October, according to Kyiv Post publication.
Kyiv special operations and reconnaissance troops had operated in the waterways and marshes of the lower Dnipro River since at least May. The first Ukrainian moves to land combat infantry with the mission to hold ground on the opposite, Russia-held side of the river were launched around Oct. 15. Kyiv forces are improving and slowly expanding their positions, at times under Russian artillery fire and intermittent Russian air strikes, Russian military commentators have said.
Roman Kulikovsky, author of the pro-Russia Starshe Eddy Telegram news channel, said Kyiv’s transfer of armored vehicles to the growing bridgehead around Krynky would complicate Kremlin efforts to eliminate it. Currently, he said, Ukrainian Marines hold outposts and observation posts in the villages Krynky, Kusaseve, Peschanivka, and on the northern section of Aleshkin Island. Ukrainian Marines most recently have begun operating patrols and setting up ambushes along the road connecting the villages of Postepne and Kazachy Lager, Kulikovsky said. According to most Russian and Ukrainian independent commentator reports, the Ukrainian toeholds, prior to reinforcement by BTR-4 fighting vehicles, were of limited strength – with a platoon to a company of Marine infantry each location. The strongest Ukrainian positions are in the villages of Postepne and Peschanivka.

President of Ukraine Volodymyr Zelenskyy had a video conference call with President of the Republic of Paraguay Santiago Peña Palacios.
The Head of State expressed gratitude for the position of Paraguay on Russian aggression against Ukraine.
“I thank you for your support of Ukraine, our sovereignty and territorial integrity at the United Nations level, for supporting our resolutions,” Volodymyr Zelenskyy said.
The Presidents discussed the situation in the Middle East. The Head of State noted that Ukraine is ready to assist Paraguay in the evacuation of citizens from Gaza.
Volodymyr Zelenskyy informed Santiago Peña Palacios about the meetings at the level of national security advisors and political advisors to the heads of state on the points of the Peace Formula. The President of Ukraine emphasized that our country plans to hold a global summit on the implementation of the Formula and invited Paraguay to join its preparation.
“We must demonstrate to the world that we have a plan and are committed to peace, and all our people want peace,” the Head of State emphasized.
The President of Ukraine invited the President of Paraguay to join the summit of the Ukrainian humanitarian initiative “Grain from Ukraine” to be held in Kyiv on November 25.
The leaders discussed further steps to expand cooperation between Ukraine and Paraguay, as well as to deepen Ukraine’s relations with other Latin American countries.
For his part, the President of Paraguay reiterated his support for Ukraine, which he expressed in his inaugural speech and in his speech at the UN General Assembly.

Troops of the 110th Brigade captured the footage in Avdiivka. It shows several Russian armored columns launching attacking. But they are quickly spotted by spy drones flying over the battlefield and then eliminated using FPV drones, missiles and artillery. Russia has been attacking Avdiivka for weeks with little success. It is trying to open up the H20 highway that runs through the town. Which leads to parts of the Donbas it has yet to fully capture. But so far the Ukrainian defenses have held firm.

Day 624 of the russian full-scale military aggression against Ukraine continues.
During the day of November 9, there were 55x combat engagements. The enemy launched a total of 1x missile and 13x air strikes, 42x MLRS attacks at the positions of Ukrainian troops and various settlements. Unfortunately, russian terrorist attacks have resulted in civilian casualties and injuries. Private residential buildings and other civilian infrastructure were destroyed or damaged. Also, the russian federation carried out yet another attack on Ukraine with 1x Kh-59 cruise missile, which was shot down by Ukrainian air defense.
The operational situation in east and south of Ukraine remains difficult.
VOLYN and POLISSYA AXIS: no significant changes. No signs of formation of an offensive group. Certain units of the armed forces of belarus continue their missions in the areas bordering Ukraine.
SIVERSHCHYNA and SLOBOZHANSHCHYNA AXIS: the adversary maintains its military presence in the areas of russia bordering Ukraine. The enemy continues its sabotage and reconnaissance activities, shelling Ukrainian settlements from the territory of russia and increases the density of minefields along the state border of Ukraine. Around 20x settlements came under enemy artillery and mortar fire, including Senkivka, Bleshnya, Mykolaivka, Zaliznyi Mist (Chernihiv oblast), Volfyne, Basivka, Yunakivka, Stepok (Sumy oblast), Ternova, Izbytske, Starytsya (Kharkiv oblast).
KUPYANSK AXIS: the enemy conducted unsuccessful assault operations in the vicinities of Synkivka (Kharkiv oblast). The Ukrainian defenders repelled 7x attacks in the area. The occupiers launched air strikes near Petropavlivka and Stepove (Donetsk oblast). The invaders fired artillery and mortars at around 10x settlements, including Novomlynsk, Synkivka, Kyslivka, Krokhmalne, Tabaivka (Kharkiv oblast).
LYMAN AXIS: the adversary conducted failed assaults near Stelmakhivka and Novojehorivka (Luhansk oblast). The invaders launched air strike in the vicinities of Novoselivka (Donetsk oblast) and Bilohorivka (Luhansk oblast). The occupiers fired artillery and mortars at around 10x settlements, including Makiivka, Nevske, Bilohorivka (Luhansk oblast), Verkhnokamyanske, Vyimka, Fedorivka, Rai-Oleksandrivka (Donetsk oblast).
BAKHMUT AXIS: the Ukrainian defenders repelled 7x enemy attacks in the vicinities of Bohdanivka and Klishchiivka (Donetsk oblast). More than 20x settlements came under artillery and mortar fire, including Bohdanivka, Ivanivske, Klishchiivka, Andriivka, Kurdyumivka, New York (Donetsk oblast).
AVDIIVKA AXIS: the enemy conducted unsuccessful assault operations with air support southeast of Novokalynove, Avdiivka, Pervomaiske (Donetsk oblast), where the Ukrainian Defense Forces repelled 7x attacks. The enemy fired artillery and mortars at around 15x settlements, including Novokalynove, Orlivka, Lastochkyne, Avdiivka, Opytne, Sjeverne (Donetsk oblast).
MARYINKA AXIS: the adversary made 23x unsuccessful assaults with air support in the vicinities of Maryinka and Novomykhailivka (Donetsk oblast). The occupiers launched air strikes near Oleksandropil and Novomykhailivka (Donetsk oblast). Around 10x settlements of Donetsk oblast, including Heorhiivka, Maryinka, Pobjeda, Novomykhailivka, Antonivka, were under artillery and mortar fire of the occupiers.
SHAKHTARSKE AXIS: the invaders conducted assaults with air support in the vicinities of Zolota Nyva and Staromaiorske (Donetsk oblast), to no success. Around 10x settlements, including Vuhledar, Novoukrainka, Prechystivka, Zolota Nyva, Blahodatne, Urozhaine (Donetsk oblast), came under artillery and mortar fire.
ZAPORIZHZHIA AXIS: the invaders made failed assaults in the vicinities of Verbove and Robotyne (Zaporizhzhia oblast), where Ukrainian defenders repelled 4x attacks. The occupiers launched air strikes near Novodarivka and Robotyne (Zaporizhzhia oblast). More than 20x settlements, including Levadne, Huliaipole, Novodanylivka, Novopavlivka, Novoandriivka, Kamyanske (Zaporizhzhia oblast), came under artillery and mortar fire.
KHERSON AXIS: the settlement of Zolota Balka, Tokarivka, Ponyativka, Dniprovske (Kherson oblast) and the city of Kherson suffered from enemy artillery shelling.
At the same time, the Ukrainian Defense Forces continue their offensive operation on Melitopol axis and offensive (assault) operations on Bakhmut axis, inflicting losses in manpower and equipment on the occupation forces, exhausting the enemy all along the front line.
During the day of November 9, Ukrainian Air Force launched 4x air strikes on concentrations of troops, weapons and military equipment of the occupiers.
The Ukrainian missile troops hit 4x artillery systems, 2x command posts and 1x signals intelligence station of the russian invaders.

Shelling damaged power lines in Donetsk, Dnipropetrovsk, Kharkiv and Chernihiv regions
Consequences of shelling
The enemy does not stop attempts to destroy Ukraine’s power system. Over the past day, hostile shelling damaged power transmission lines in Donetsk, Dnipropetrovsk, Kharkiv and Chernihiv regions.
Power generation
Power generating facilities are operating normally. The coal and fuel oil stocks are sufficient for the uninterrupted operation of the plants. The volume of electricity generated is sufficient to fully meet the needs of consumers and industry.
Two TPP units are under short-term maintenance for technological reasons.
Situation in the frontline regions
Over 3,600 customers in Dnipropetrovsk region lost power for technological reasons and 490 customers lost power due to shelling over the past day. All of them have been reconnected.
In Donetsk region, over 4,600 customers were disconnected from power supply as a result of hostilities. Almost 3,800 customers have been reconnected. Restoration works are ongoing.
In Zaporizhzhia, 1,600 customers were cut off for technological reasons. In total, almost 1,800 customers were reconnected over the day.
Power lines were damaged in Kharkiv region as a result of hostile shelling. Mine clearance and power supply renewal works are underway. Almost 1,800 consumers were reconnected over the day.
In Chernihiv region, more than 850 customers were cut off from power as a result of hostilities. In addition, 126 customers were disconnected for technological reasons. The reconnection works are ongoing.
In total, over 9,000 consumers have had their electricity restored overnight.
Situation in the regions
In Mykolaiv region, more than 2,400 residential and about 290 non-residential customers are without power due to technological reasons.
In Sumy region, more than 400 consumers were cut off for technological reasons. Work is underway to restore power supply.
Situation at the ZNPP
Currently, the water level in the cooling pond remains at 15.67 metres. This is sufficient to meet the plant’s needs.
Export/import
Commercial electricity imports from Slovakia and Romania totalled 2,175 MWh over the past day. Exports to Slovakia, Moldova and Romania totalled 3,022 MWh.

Ukraine will maximise cooperation between French and Ukrainian companies working in the field of humanitarian de-mining, in particular the localization of production of Western models of machinery and equipment. French companies, in turn, are interested and ready for such cooperation. This was discussed during a meeting of the delegation of the Ministry of Economy of Ukraine led by First Deputy Prime Minister and Minister of Economy of Ukraine Yuliia Svyrydenko with representatives of member companies of the French land and airland defense and security industry association (GICAT) in Paris.
“Today, Ukraine is the most potentially mined country in the world. Approximately one third of our territory is considered potentially explosive. We have set ourselves the goal of bringing up to 80% of this land back into economic use within 10 years. This is an ambitious target. But it is achievable. With the help of our international partners, we will do everything we can to achieve this goal by introducing new de-mining approaches and technologies. Today, we already have a solid basis for developing cooperation between French and Ukrainian manufacturers of mine clearance equipment and machinery. The Government of Ukraine will do its utmost to ensure that this cooperation is strengthened, and in particular that the production of modern French de-mining equipment is localized in Ukraine,” said Yuliia Svyrydenko.
In turn, the representatives of the French association confirmed their great interest in such cooperation.
As it was noted during the meeting, GICAT has set up working groups in various fields to facilitate the establishment and strengthening of contacts between French and Ukrainian companies, the rapid resolution of problems, etc. In particular, such a group has been set up for humanitarian de-mining in order to unite the efforts of all French companies working in this field in order to accelerate the de-mining of Ukrainian territory.
As of today, the French manufacturer CEFA is ready to supply 8 SDZ (Zone De-mining System) vehicles to Ukraine. In addition, CEFA and one of the Ukrainian manufacturers are negotiating the joint production of spare parts for SDZ implements. It was noted during the meeting that the French company is interested in increasing the localization of production to the manufacture of the entire implement and its assembly in Ukraine.
“We do not need any additional motivation. We are highly motivated to help Ukraine,” said Jean-Marc Duquesne, GICAT’s General Delegate, during the meeting.
First Deputy Prime Minister and Minister of Economy of Ukraine Yuliia Svyrydenko and representatives of GICAT member companies also discussed new areas of cooperation. In particular, it was noted during the meeting that French manufacturers produce modern robotic underwater de-mining systems with high efficiency. French companies are ready to supply such systems to Ukraine.

During his visit to Washington, German Galushchenko, Minister of Energy of Ukraine, met with Clayton Scott, Chief Commercial Officer of NuScale Power.
The main topic of the meeting was the status of the licensing of the NuScale Small Modular Reactor project in the United States and ways to introduce and accelerate the implementation of SMR technology in Ukraine. This is important as the NuScale project is currently the only SMR technology certified by the U.S. Nuclear Regulatory Commission and ready for commercial implementation.
“The development of small modular reactors in Ukraine is extremely important for strengthening our country’s energy security and independence. Their specific role is to be used to replace coal-fired power plants damaged by russian shelling, as well as to produce hydrogen to decarbonise our country’s economy,” said German Galushchenko.
Ukraine and NuScale Power have a long history of cooperation. In 2021, NuScale Power and NNEGC Energoatom signed a Memorandum of Understanding in the presence of Ukrainian Energy Minister German Galushchenko. As part of the implementation, NNEGC Energoatom specialists visited NuScale’s headquarters in Oregon and participated in a training seminar to learn about the design features of the small modular reactor (VOYGR) technology.
During his meeting with German Galushchenko, Clayton Scott confirmed the previous agreements and assured him of the company’s willingness to work even more actively with the Ukrainian side to implement them. The parties agreed to involve representatives of Ukrainian and American industrial organisations in order to accelerate the implementation of the first SMR project in Ukraine. The information provided by NuScale will be used by the Ukrainian side to plan further steps to implement SMR technology in Ukraine.
