You learn what you are taught.
Inner city criminals are taught that their crimes do not matter. Commit a misdemeanor, and you’re not arrested. Commit a felony, and you’re released with no bond. Get convicted of a felony, and you’re released on probation.
So why not step it up a bit? Move up from petty theft to armed robbery. And any innocents hurt or murdered along the way, who cares about them?
I really do not see how this can be solved, short of serious vigilante action.
And then of course the full weight of the law will come down on the vigilantes.
