There were surveys in the US in 1940 and 80 odd percent (I think?) were still opposed to entering WW2 despite Hitler being a maniac it was seem as a European or British problem.

Free speech means protecting speech you don’t like.
Sometimes it even means protecting speech you find abhorrent and hateful.
China will be happy to replace any aid you withdraw and reap the benefits you get from the aid. One thing is for sure, you will end up spending more on defense and probably offense than you ever spent on aid.

Did you go to his twitter and read why he voted againt it?
He often votes against well meaning and sounding resolutions and bills because of good reasons i.e they have spending commitments or threats of war in this case (I guess)
He is often misrepresented!
