I wish good health to all Ukrainian men and women!

Today, I had the honor to visit and greet our soldiers – artillery, missile forces, and engineering troops. Today is the professional day of these branches of the military. I awarded our defenders with state honors and expressed my gratitude to their commanders. I want to say to every artillery soldier, every missile force warrior, and every engineering troop member – you are truly our backbone, the backbone of all defense and security forces. It’s what allows everyone to be resilient and specified divisions to move forward, to advance on the frontlines, and to gain new positions every day. Every five hundred meters, every kilometer that our guys pass, are new operational capabilities for Ukraine, especially for our missiles. By the way, this autumn, we’ve achieved good and very important results in destroying the Russian air defense systems and the enemy’s combat aircraft. We will continue this work, and I thank everyone who helps us with this.

I ordered a reshuffle in the command structure of the Armed Forces of Ukraine – I appointed Colonel Serhiy Lupanchuk as the new commander of the Special Operations Forces of the Armed Forces of Ukraine. He is an experienced officer, a combat officer, the right man in command, and someone who can bring greater power to our Special Operations Forces. We look forward to new results. General Viktor Khorenko, who commanded the Special Operations Forces, will continue to perform special tasks as part of Defense Intelligence of the Ministry of Defense of Ukraine.

I held a preparatory meeting regarding the next week – political work and our steps together with the European Union. We use every day to add substance to the preparation for the decision to start negotiations on our country’s accession to the European Union. We understand the time limits and political steps clearly. And today, I signed an important law regarding national communities. We’ve implemented another criterion for our European integration. Additional guarantees for national communities in Ukraine, additional guarantees for our movement toward the European Union. We continue our work in implementing the recommendations of the European Commission.

And one more thing.

Every time I meet with our soldiers – those on the frontlines, those preparing to return to the front, those deserving of state honors... Every time I meet with them, I see not just a readiness to defend Ukraine but a determination to win for Ukraine. To win in this war. We have our part to do. It’s our need. I remember well how people were feeling on February 24 and in the early days of the full-scale war. I remember what was said and who said it. Who believed and who was mistaken by not believing in Ukraine. It’s important to be as confident in Ukraine now as we were back then. Russia wanted Kyiv, but they were forced to flee. They wanted Kharkiv and claimed it as a Russian city, but our Kharkiv is and always will be free. The same goes for Kherson. The same goes for Odesa. And we will not abandon our people in the occupied territories – I want them to hear this now. It’s about millions of destinies. All our partners know what’s needed... For the front, for our skies, for our cities, and for our movement.

On the occasion of the Day of Missile Forces and Artillery and the Engineering Troops Day, Ukrainian President Volodymyr Zelenskyy met with the servicemen of these branches of the military and presented them with state awards.

“Today, we celebrate the professional day of those warriors who are the backbone of all the Defense and Security Forces of Ukraine. This is the Day of Missile Forces and Artillery, and this is the Engineering Troops Day. These are the branches of the military that create a reliable foundation for the resilience of Ukraine’s defenders and the advancement of our units,” the Head of State said in his speech.

The President said that Ukrainian Missile Forces and Artillery have become some of the most powerful in the world, as they can be effective even when the enemy has superiority in resources.

“Ukrainians can amaze with precise hits on the occupier – on their positions, on their systems – even when most do not believe in the realism of some of our strikes. Ukrainians can be as effective as needed to overcome any complex, even very difficult situations,” Volodymyr Zelenskyy said.

He pointed out that during his trips to the front and interactions with Ukrainian defenders on the frontlines, he became convinced of their understanding of the situation, and he has confidence in them.

“All Ukrainians have confidence in our soldiers. And when our people are motivated, Ukraine is capable of changing the tide of the war in the interests of our state, in the interests of our independence. In particular, our artillery troops, our missile men... Soldiers, I congratulate you on your Day,” the Head of State said.

Ukrainian engineering troops, as the President said, perform a wide range of tasks every day: they clear paths through enemy obstacles, ensuring the reliability of our defense, equip fortifications, and protect Ukrainian positions from Russian attacks.

“Your expertise, engineering troops, is one of the key elements of the overall defense success. I am grateful to every soldier, every commander in our engineering troops who feel this responsibility and fulfill their tasks to the fullest. Thank you and congratulations,” Volodymyr Zelenskyy said.

He emphasized that even after 618 days of full-scale Russian aggression, Ukraine continues to fight and achieve the necessary results.

“Despite everything, our soldiers strike powerful blows against the occupier day and night. I am proud of all Ukrainian soldiers! Ukraine exists because of those who fight for it. Let the memory of all our people who fearlessly gave their lives to defend Ukraine shine brightly,” the President said.

The attendees observed a moment of silence in memory of all the fallen defenders of Ukraine.

For their personal courage and dedicated service in defense of Ukraine’s state sovereignty and territorial integrity, the Head of State awarded state honors to 30 servicemen of the Missile Forces and Artillery as well as the Engineering Troops of the Ukrainian Armed Forces.

In particular, Junior Sergeant Denys Dorofeyev and Colonel Serhiy Zhuk received the President of Ukraine’s “Cross of Military Merit” award from Volodymyr Zelenskyy.

Additionally, the President presented the Orders of Bohdan Khmelnytsky I-III class, the Orders “For Courage” II and III class, and the Orders of Danylo Halytskyi.

Furthermore, the President awarded battle flags to the 190th Training Center of the Main Directorate of Missile Forces and Artillery, and Unmanned Systems of the General Staff of the Armed Forces of Ukraine, the 68th Separate Coastal Missile Division of the 360th Separate Coastal Missile Brigade of the Naval Forces of the Armed Force of Ukraine, and the 250th United Engineering Support Center of the Support Troops of the Armed Forces of Ukraine.

The President’s For Courage and Bravery award was presented to the 48th Engineering Kamianets-Podilsky Brigade of the Support Troops of the Armed Forces of Ukraine and the 808th Separate Support Regiment of the Support Troops of the Armed Forces of Ukraine.

Honorary title Chorny Lis were bestowed upon the 15th Separate Artillery Reconnaissance Brigade of the Ground Forces of the Armed Force of Ukraine, and title Podillia upon the 143rd United Training Center of the Support Troops of the Armed Forces of Ukraine.

Head of the Office of the President of Ukraine Andriy Yermak, Secretary of the National Security and Defense Council of Ukraine Oleksiy Danilov, Minister of Defense Rustem Umerov, Commander-in-Chief of the Ukrainian Armed Forces Valeriy Zaluzhny, and Chief of the General Staff of the Ukrainian Armed Forces Serhiy Shaptala attended the event.

On the Day of Missile Forces and Artillery and the Engineering Troops Day, President of Ukraine Volodymyr Zelenskyy visited one of the training centers for missile forces and artillery units and examined the latest models of artillery and engineering weaponry, as well as military equipment in service with the Armed Forces of Ukraine.

Chief of the Main Missile and Artillery Directorate of the General Staff of the Armed Forces of Ukraine Serhiy Baranov briefed the Head of State on the specifics of using artillery weaponry and equipment, including the AS-90 self-propelled howitzer, D-30 howitzer, 2S22 Bohdana self-propelled howitzer, PzH 2000 self-propelled howitzer, and the UAV launch system Shark. He also provided information to Volodymyr Zelenskyy about the quantities of such weaponry required for the military.

Chief of Engineering Troops and Head of the Engineering Troops Command of the Support Forces of the Armed Forces of Ukraine Oleksandr Yakovets introduced the President to samples of engineering equipment, including the Wisent 1 engineering tank, MaxxPro armored vehicle with a mine-clearing trawl Spark, demining machines Ahlmann 12BS and GCS-200, and the tank bridge layer Biber.

Oleksandr Yakovets provided detailed information to Volodymyr Zelenskyy about the use of robotic systems for humanitarian demining in the de-occupied territories and in areas near active combat zones. He highlighted the Shredder engineering tank as one of the best examples. According to him, active training of personnel in its use is currently ongoing.

The President was also shown the cooperation between artillery and engineering troops in performing combat tasks, including suppressing enemy firing positions, setting up mine-explosive barriers, and occupying hostile positions.

Following the live firing demonstrations, the missile forces personnel presented the Head of State with a tablet engraved with engraving, while the engineers handed over their logo and flag.

Day 618 of the russian full-scale military aggression against Ukraine continues.

The russian federation continues to wage its war of aggression. Despite significant losses, it has not abandoned its plans to fully occupy Ukrainian territory.

The adversary continues to ignore the laws and customs of war, uses terror tactics, strikes and shells both military and civilian objects, which unfortunately results in civilian casualties.

The operational situation in east and south of Ukraine remains difficult.

During the day of November 3, there were 53x combat engagements.

The enemy launched a total of 1x missile and 67x air strikes, 40x MLRS attacks at the positions of Ukrainian troops and various settlements. Private residential buildings and other civilian infrastructure were destroyed or damaged. Unfortunately, the attacks have wounded civilians.

VOLYN and POLISSYA AXIS: no significant changes. No signs of formation of an offensive group. Certain units of the armed forces of belarus continue their missions in the areas bordering Ukraine.

SIVERSHCHYNA and SLOBOZHANSHCHYNA AXIS: the adversary maintains its military presence in the areas of russia bordering Ukraine. The enemy continues its sabotage and reconnaissance activities, shelling Ukrainian settlements from the territory of russia and increases the density of minefields along the state border of Ukraine. About 20x settlements came under enemy artillery and mortar fire, including Karpovychi, Yeline, Kostobobriv (Chernihiv oblast), Seredyna-Buda, Volodymyrivka, , Stepok (Sumy oblast), Pletenivka, Vovchansk, and Bolohivka (Kharkiv oblast).

KUPYANSK AXIS: the enemy conducted unsuccessful assault operations in the vicinities of Synkivka, Ivanivka (Kharkiv oblast), and Stelmakhivka (Luhansk oblast), where the Ukrainian soldiers repelled 7x attacks. The adversary launched air strikes in the vicinities of Novoselivka, Petropavlivka, Novoosynove, and Pishchane (Kharkiv oblast). Kamyanka, Krasne Pershe, Dvorichna, Synkivka, Petropavlivka, and Berestove (Kharkiv oblast) came under artillery and mortar fire of the enemy.

LYMAN AXIS: the enemy did not conduct any offensive (assault) operations. At the same time, the invaders launched air strikes in the vicinities of Stepove (formerly, Proletarske) (Kharkiv oblast), Serebryanske forestry, and Siversk (Donetsk oblast). Also, the enemy fired artillery and mortars at more than 10x settlements, including Makiivka, Nevske, Bilohorivka (Luhansk oblast), Hryhorivka, Verkhnokamyanske, Torske, and Rozdolivka (Donetsk oblast).

BAKHMUT AXIS: the enemy made 8x unsuccessful attempts to regain the lost ground in the vicinity of Klishchiivka (Donetsk oblast). At the same time, the adversary conducted unsuccessful assault in the vicinity of Bohdanivka and Khromove (Donetsk oblast). The adversary launched an air strike in the vicinity of Khromove (Donetsk oblast). Around 15x settlements came under artillery and mortar fire, including Orikhovo-Vasylivka, Bohdanivka, Klishchiivka, Andriivka, and Chasiv Yar (Donetsk oblast).

AVDIIVKA AXIS: with the air support, the enemy conducted unsuccessful assault operations in the vicinities of Stepove, Tonenke, Avdiivka, Sjeverne, and Pervomaiske (Donetsk oblast), where the Ukrainian Defense Forces repelled 17x attacks. Also, the adversary launched an air strike in the vicinity of Avdiivka (Donetsk oblast). The invaders fired artillery and mortars at more than 10x settlements, including Novobakhmutivka, Stepove, Avdiivka, and Pervomaiske (Donetsk oblast).

MARYINKA AXIS: the enemy conducted unsuccessful assault operations in the vicinities of Maryinka and Novomykhailivka (Donetsk oblast). The Ukrainian Defense Forces repelled 14x attacks in that area. Also, the adversary launched air strikes in the vicinities of Maryinka and Novomykhailivka (Donetsk oblast). More than 10x settlements of Donetsk oblast, including Krasnohorivka, Pobjeda, Maryinka, and Novomykhailivka, were under artillery and mortar fire of the occupiers.

SHAKHTARSKE AXIS: the adversary launched air strikes in the vicinities of Vodyane, Vuhledar, Staromaiorske, and south of Zolota Nyva (Donetsk oblast). Around 10x settlements, including Vuhledar, Zolota Nyva, Prechystivka, and Blahodatne (Donetsk oblast), came under artillery and mortar fire.

ZAPORIZHZHIA AXIS: the enemy made unsuccessful attempts to regain the lost ground in the vicinity of Robotyne (Zaporizhzhia oblast). More than 20x settlements, including Poltavkam Hulyaipole, Charivne, Robotyne, and Kamyanske (Zaporizhzhia oblast), came under enemy artillery and mortar fire.

KHERSON AXIS: the enemy fired artillery and mortars at Antonivka (Kherson oblast), the city of Kherson, and Solonchaky (Mykolaiv oblast).

At the same time, the Ukrainian Defense Forces continue their offensive operation on Melitopol axis and offensive (assault) operations on Bakhmut axis, inflicting losses in manpower and equipment on the occupation forces, exhausting the enemy all along the front line.

During the day of November 3, Ukrainian Air Force launched 9x air strikes on the concentrations of troops, weapons, and military equipment, and 2x air strikes on anti-aircraft missile systems of the adversary. Also, the forces and means of the air defense of Ukraine destroyed 11x reconnaissance UAVs, 24x Shahed-136/131 strike UAVs, and 1x Kh-59 missile.

The Ukrainian missile troops hit 7x concentrations of troops, weapons, and military equipment, 1x electronic warfare station, 1x radar station, 2x ammunition depots, and 10x artillery systems of the adversary.

The task of the Ministry of Economy is to stimulate the development of the private sector and create conditions for greater financial independence of the state. To do this, we need to develop domestic production, attract investment to the real sector and increase non-resource exports. This was emphasised by Yuliia Svyrydenko, First Deputy Prime Minister and Minister of Economy of Ukraine, in an interview with Forbes.

“If we take the standards of the Organisation for Economic Co-operation and Development (OECD), the share of the processing industry in GDP in developed countries is 20%. That is why we have set ourselves the task of increasing the share of processing in Ukraine’s GDP to this level. Given favourable external conditions and a consistent policy to promote the development of the processing industry, this can be achieved in 10 years. Processing should become part of the national economic idea,” said Yulia Sviridenko.

According to the First Deputy Prime Minister, changing the structure of the economy will ensure significant GDP growth and new jobs. It will also become an important component of economic European integration. The same transformation should take place in the export structure. Currently, the share of processing industry is about 35%. We need to aim for 70-80%.

“The paradox of the current situation is that these changes are being accelerated by the war. The blockade of agricultural exports has led to an increase in agro-processing. According to the Customs Service, in the first nine months of 2023, flour exports increased by 267% and pasta exports by 22%.

We see farmers investing in new processing facilities, and we hear even more about plans to build new facilities in the near future. These include mills, bioethanol, deep agro-processing and food products,” Yuliia Svyrydenko stressed.

According to Yuliia Svyrydenko, the Government’s goal is to maintain duty-free trade with the EU. It is one of Ukraine’s biggest partners and it gives Ukrainian businesses more opportunities. This means access to a large, viable market and potentially to EU structural funds. The challenge is to find funding for modernisation, including the green transition, certification and compliance with European standards.
