Long Beach residents are up in arms after yet another horrifying incident that occurred Wednesday involving a homeless person in the downtown area of the city, an area that local police refer to as The Beast.
In the latest episode, a homeless man was filmed masturbating in front of a nail salon window, refusing pleas to stop as those inside watched on in horror.
In an interview with Fox Los Angeles the salon's owner said that it took police nearly two hours to respond to their 911 call. The owner said in the same interview that one of her employees was sexually assaulted in the neighborhood earlier this year.
It was less than two weeks ago when a woman became the victim of an attempted rape in broad daylight that was caught on camera in the same area. That woman was only saved when an elderly man pepper sprayed the 'demon possessed' suspect.
Despite arresting the assailant, liberal Los Angeles County District Attorney George Gascon's office opted to charge him with minor sexual battery charges that could see him avoid any jail time altogether.
A woman who works in the area who witnessed the homeless man masturbating outside of Salon 500 told KTLA in an interview that sometimes the police don't even respond to calls in the area.
'It's daily, it's daily. It's scary. You don't not feel safe walking the streets here,' Zoe Garcia told the station.
'[The cops] took two hours to arrive. Most times, they don't even come out,' she added.
Meanwhile the owner of Salon 500 described how terrifying it is to try to run a business in a such a lawless environment.

The only solution to California’s homeless issue is to bring back mental institutions. The only drawback is that well over half their population should be living in them.

The young person may need to be admitted to a psychiatric institution, much like the woman may require care in a nursing home. Reviving state-operated mental hospitals could be a pragmatic approach to reducing homelessness by offering essential care and shelter to those requiring assistance.
It’s possible that the man’s family is either unable to assist him, or he may be declining help from them. There are many homeless individuals on the streets whose mental faculties have been impaired due to drug addiction.
In a personal account, my daughter-in-law’s mother, who is battling mental illness, has gone missing and despite attempts, they have been unable to find her. She seems to be resistant to receiving help.
