Today, there have been several important events.
Firstly, a meeting of the Supreme Commander-in-Chief’s Staff. Today is the International Black Sea Action Day, a special day dedicated to our region and our shared waters with our partners. At the Staff meeting, the first issue discussed was the operation of our export corridors, the defense of southern Ukraine – our cities, our ports – against Russian attacks. All of this matters not only to our state, not only to Ukraine’s security but much more broadly. During the full-scale war, we proved that when Ukraine, together with its partners, restores security to the Black Sea, the world gains dividends of greater security for other regions. This ranges from food security to social security because the stability of the food market influences the political stability of many countries in the complicated African and Asian regions. It is very important that due to Ukrainian courage, we practically push the Russian fleet out of the eastern part of the Black Sea – Russia cannot use our sea to extend its aggression to other parts of the world, as it did with Syria. When Russia caused a humanitarian catastrophe in Syria, using the Black Sea as its base, and later our Crimea as a staging ground for Russian military operations. Now, the situation has changed. Fundamentally changed. And when we add even more security to the Black Sea, Russia will lose any opportunity to dominate this area and spread its influence and destructiveness to other countries. The more protection we have along our coastline and in our sea, the more protection there is in the world.
Today, at the Staff meeting, reports were presented by the commander of the Navy, the Defense Intelligence Chief, and the Chief of the Security Service of Ukraine regarding our actions in the south and at sea. The Commander-in-Chief and the commanders of the directions also reported. I am grateful to all our people involved in this work for making Ukraine stronger in the respective directions. Of course, we analyzed the events on the frontlines – in all key points. Avdiyivka, Maryinka, Kupiansk, Lyman sector, the south – guys, thank you for today! There were reports from the Minister of Defense and the Minister for Strategic Industries on ammunition and equipment at the Staff meeting – we are increasing our production and preparing new defense packages from our partners.
Today, I held a special ceremony to award state honors to our soldiers who strengthen Ukrainian power in the battle at sea. The servicemen of the Navy and border guards who defend our waters. Soldiers of the Defense Intelligence and the Security Service. Engineers who create our new weapons – our naval drones – and ensure their functioning. These are all guys who cannot be shown in public, and their names cannot be tied to specific events. For now, as long as the war continues. But they truly deserve the gratitude of the state and the people. I thanked them on behalf of all Ukrainians.
I held a preparatory meeting regarding our work with the European Union. One of Ukraine’s key political goals by the end of this year is our readiness to begin negotiations on EU membership. All levels of the state must be prepared for this, and they will be. We expect a similar readiness from European institutions – we clearly understand the priorities, and we are preparing our steps accordingly.
I also spoke with Prime Minister of Bulgaria Denkov about everything that is relevant to this day, this time for Ukraine. I’m thankful to Bulgaria for their support of our European Union integration and for our highly productive partnership, especially in the Black Sea – in trade and security. It’s important that the agreements we reached during my visit to Bulgaria are fully implemented. We also discussed our additional security options.
The modern world quickly gets accustomed to success. When full-scale aggression began, many around the world expected Ukraine to not withstand. Now, the incredible things our people, our soldiers, are doing are perceived as a given. Ukraine’s success in the battle for the Black Sea is what will be in history textbooks, though it’s not discussed as often now. But... Whatever may be, we must do our part – protect our country, Ukrainian independence, our lives, our culture, Ukrainian freedom. And we will protect it!
I thank everyone in the world who is helping Ukraine. Glory to every one of our soldiers! Glory to all those who never retreat, never burn out, who believe in Ukraine just as they did on February 24, and who continue to fight for Ukraine, those who care for Ukraine. Adding strength to our state every day – that’s what’s needed.

On the International Black Sea Action Day, President of Ukraine Volodymyr Zelenskyy held a phone call with Prime Minister of Bulgaria Nikolay Denkov.
Issues related to ensuring security in the Black Sea region, considering Russia’s severe violation of freedom of navigation and the status of the agreements reached during the official visit of the Ukrainian Head of State to Bulgaria in July 2023 were discussed.
“It’s symbolic that our conversation is taking place on the International Black Sea Action Day. Unfortunately, Russia’s aggression has turned the Black Sea region into a zone of war and a threat to freedom of navigation. We must, through joint efforts, find ways to ensure security in this region important for Europe and the world,” Volodymyr Zelenskyy said.
The President provided detailed information about Ukraine’s efforts to ensure global food security by establishing an alternative export corridor. In this context, a joint initiative involving Bulgaria, Türkiye, and Romania regarding demining activities in the Black Sea waters was noted, which is a practical contribution to ensuring security in the Black Sea region. Volodymyr Zelenskyy expressed Ukraine’s readiness to actively participate in demining projects.
Special attention was given to key issues of bilateral cooperation.
“I highly appreciate the intensification of Ukrainian-Bulgarian cooperation. We can already see how our unity, the strong position of Black Sea states, works against Russian aggression. We are also grateful for Bulgaria’s political support for Ukraine’s European aspirations, active participation in the implementation of the Solidarity Lanes and the Ukrainian Peace Formula,” the Head of State said.
President Zelenskyy separately informed Nikolay Denkov about the situation on the front lines and the urgent needs of Ukraine’s defense forces. In this context, he expressed gratitude for recent decisions by the Bulgarian government to enhance the military capabilities of our country and emphasized the priority of strengthening Ukraine’s air defense before the onset of winter.

Day 615 of the russian full-scale military aggression against Ukraine continues.
During the day of October 31, there were 59x combat engagements. The enemy launched a total of 7x missile and 65x air strikes, 31x MLRS attacks at the positions of Ukrainian troops and various settlements. Also, today the russian occupiers launched another strike at Ukraine, using 4 Iskander-M ballistic missiles and S-400 anti-aircraft guided missiles against civilian infrastructure. Unfortunately, the attacks have wounded civilians. Private residential buildings and other civilian infrastructure were destroyed or damaged.
The operational situation in east and south of Ukraine remains difficult.
VOLYN and POLISSYA AXIS: no significant changes. No signs of formation of an offensive group. Certain units of the armed forces of belarus continue their missions in the areas bordering Ukraine.
SIVERSHCHYNA and SLOBOZHANSHCHYNA AXIS: the adversary maintains its military presence in the areas of russia bordering Ukraine. The enemy continues its sabotage and reconnaissance activities, shelling Ukrainian settlements from the territory of russia and increases the density of minefields along the state border of Ukraine. More than 30x settlements came under enemy artillery and mortar fire, including Hremyach, Karpovychi, Bleshnya (Chernihiv oblast), Seredyna-Buda, Obody, Pokrovka, Popivka (Sumy oblast), Udy, Veterynarne, Hatyshche (Kharkiv oblast).
KUPYANSK AXIS: the enemy conducted unsuccessful assault operations in the vicinities of Synkivka and Ivanivka (Kharkiv oblast), as well as Nadiya (Luhansk oblast). The Ukrainian defenders repelled more than 10x attacks in the area. The adversary launched air strikes in the vicinities of Pishchane, Novoserhiivka, Cherneshchyna (Kharkiv oblast). The invaders fired artillery and mortars at 15x settlements, including Kamyanka, Dvorichna, Synkivka, Stepova Novoselivka, Berestove (Kharkiv oblast).
LUMAN AXIS: the enemy did not conduct any offensive (assault) operations. The invaders launched air strikes in the vicinities of Serebryanske forestry, Verkhnokamyanske and Spirne (Donetsk oblast). Also, the invaders fired artillery and mortars at more than 15x settlements, including Makiivka, Nevske, Bilohorivka (Luhansk oblast), Yampolivka, Serebryanka, Verkhnokamyanske, Spirne, Rozdolivka (Donetsk oblast).
BAKHMUT AXIS: the enemy made unsuccessful attempts to regain the lost ground near Klishchiivka and Andriivka (Donetsk oblast). At the same time the invaders conducted assault actions near Pivdenne (Donetsk oblast), to no success. More than 25x settlements came under artillery and mortar fire, including Minkivka, Bohdanivka, Klishchiivka, Andriivka, Druzhba (Donetsk oblast).
AVDIIYKA AXIS: the enemy conducted unsuccessful assault operations with air support in the vicinities of Avdiivka, Keramik, Sjeverne, Pervomaiske, Stepove (Donetsk oblast), where the Ukrainian Defense Forces repelled a total of 15x attacks. Also, the adversary launched an air strike in the vicinity of Lastochkyne (Donetsk oblast). The enemy fired artillery and mortars at about 20x settlements, including Oleksandropil, Keramik, Berdychi, Stepove, Avdiivka, Sjeverne (Donetsk oblast).
MARYINKA AXIS: the adversary conducted unsuccessful assault operations in the vicinities of Maryinka and Novomykhailivka (Donetsk oblast). The Ukrainian defenders repelled around 20x attacks in that area. Also, the adversary launched an air strike near Kostyantynivka (Donetsk oblast). Around 10x settlements of Donetsk oblast, including Krasnohorivka, Heorhiivka, Maryinka, Novomykhailivka, were under artillery and mortar fire of the occupiers.
SHAKHTARSKE AXIS: the adversary conducted unsuccessful assault operations in the vicinities of Prechystivka and Zolota Nyva (Donetsk oblast). Around 10x settlements, including Vodyane, Vuhledar, Prechystivka, Zolota Nyva (Donetsk oblast), came under artillery and mortar fire.
ZAPORIZHZHIA AXIS: the adversary made failed attempts to regain the lost ground near Robotyne (Zaporizhzhia oblast). More than 20x settlements, including Malynivka, Poltavka, Huliaipole, Novodanylivka, Pyatykhatky (Zaporizhzhia oblast), came under artillery and mortar fire.
KHERSON AXIS: the occupiers launched air strikes in the vicinities of Mykilske, Ivanivka, Kozatske, Sadove, Tyahynka, Lvove (Kherson oblast). The settlements of Veletenske, Ponyativka (Kherson oblast), the city of Kherson as well as Dmytrivka, Yaselka (Mykolaiv oblast) suffered from enemy artillery shelling.
At the same time, the Ukrainian Defense Forces continue their offensive operation on Melitopol axis and offensive (assault) operations on Bakhmut axis, inflicting losses in manpower and equipment on the occupation forces, exhausting the enemy all along the front line.
During the day of October 31, Ukrainian Air Force launched 14x air strikes on the concentrations of troops, weapons and military equipment, 2x air strike on the anti-aircraft missile systems, and 1x air strike on a command post of the adversary. On top of that, the Ukrainian air defense forces destroyed 2x enemy attack UAVs.
The Ukrainian missile troops hit 3x radar stations, 1x concentration of troops, weapons and military equipment, 8x artillery systems of the russian invaders.

On the occasion of the International Black Sea Action Day, Ukrainian President Volodymyr Zelenskyy met with Ukraine’s defenders and awarded them with state awards.
He said that on this day, Ukraine celebrates the bravery of Ukrainian soldiers who changed the situation in the Black Sea in favor of our country and international order.
“The battle for the Black Sea is still ongoing, but we can already be confident that Russia will not win this battle. Ukrainians have not allowed the enemy to use the Black Sea as a foothold for landings and attacks against our southern regions,” he said.
Volodymyr Zelenskyy reminded that the liberation of Snake Island ensured Ukraine’s control over the western part of the Black Sea’s waters.
“Our naval drones and missiles are gradually destroying the Russian fleet. And our operations in the Black Sea are gradually reaching ever more distant boundaries,” the Head of State added.
According to him, the Ukrainian alternative grain corridor is also the merit of those who develop and test Ukrainian weapons, protect Ukrainian ports, defend the skies, and, of course, those who directly carry out combat missions at sea and destroy the enemy.
The President is confident that the Black Sea will become an example of how Ukraine can restore security – for itself and its partners.
Volodymyr Zelenskyy called for remembering every Ukrainian soldier who gave their life to cleanse our sea from occupiers.
Those present honored all the fallen defenders of Ukraine with a moment of silence.
Volodymyr Zelenskyy said that today, our country is showing gratitude to those who destroyed Russian military ships, develop domestic weapons, including naval drones, protect Ukrainian ports and vessels, and clear the sea in the corridors vital for global food security.
In particular, servicemen representing the Ukrainian Navy, the State Border Guard Service, and the Security Service of Ukraine received three presidential awards the “Cross of Military Merit.”
Volodymyr Zelenskyy presented the military personnel of the Ukrainian Navy, the State Border Guard Service, the Security Service of Ukraine, and Defense Intelligence of the Ministry of Defense of Ukraine with the Order of Merit (III class), the Order of Bohdan Khmelnytsky (III class), the “For Courage” (III class), and the Order of Danylo Halytskyi.

The presentation of the concept of a new veterans’ policy took place.
It was presented by five NGOs: Pryncyp, Veteran Hub, Legal Hundred, Space of Opportunities, and Veteranka Movement.
The event was attended by Iryna Vereshchuk, Deputy Prime Minister and Minister for Reintegration of the Temporarily Occupied Territories.
At the meeting, NGOs shared their best practices based on professional experience and international standards.
The Deputy Prime Minister reiterated that the state sector should actively cooperate with civil society in supporting veterans.
The concept describes the state’s approach to interacting with veterans and their families, identifying their needs and ways to meet them. It is a kind of roadmap for the reintegration of veterans.
The document will serve as a guideline for work in this area and will promote a comprehensive approach to social protection of veterans.
