The classic definition of “deadhead.”

https://en.wikipedia.org/wiki/Earl_Long

Long was indicted in New Orleans on charges of embezzlement and extortion. The charges involved placing a “deadhead” (an unneeded state worker who performs few or no duties) on the payroll of a special state board.[6

“Too many chiefs and not enough Indians.................”

I get it. Universities provide the educational package, money insists on this provision. Counselors, staff, hotel services, accessibility etc... along with the pampering/educational opportunities there are also more than few never enforced assumptions of what amounts to good order.

All educational systems have either forgotten about good order. That would include discipline. However, that is what local law enforcement is tasked with and after charges are levied the University or school has the choice to remove the student from the campus and curriculum or c’est la vie! Such is life! I think, therefore I am!

That’s the only option in today’s “modern and complex society” (Alice’s restaurant)
