I have one Irish knitted cotton skirt and top set that would be immodest if I didn’t wear a slip under it, so for that outfit, yes.
Ladies do wear slips, women? Not so sure.

Actually, they do. Personally, I have observed that many more should wear slips and do not. At least, compression shorts or something more than a clingy knit dress over lumpiness and panty lines. Their mommas should have told them about the importance of good foundation garments.
