There are three possibilities.
1. They are not the best intelligence agency in the world.
2. Even if they are, intelligence is never perfect.
3. They knew about the attack, but allowed it to proceed.
The only one I think is dubious is number 3. The real answer is most likely #2.
Why didn't the US know about the Pearl Harbor attack? It was planned for almost a year in advance by the Japanese involving fleets of large ships, hundreds of aircraft and 10s of thousands of men. See #2 above.

Maybe there was an over-reliance on signals intelligence and the terrorists were passing paper messages via couriers.
Many, and not tin foil crew only, think Pearl Harbor was known about and allowed to happen.
Number 3 is the correct choice.
People just don’t want to admit the depravity of their own governments.
They want to believe the dirt they live on is magical, populated with wonderful and moral people.
