A really good visit to Romania. A fruitful one.

Meetings with President Iohannis, the heads of the chambers of the Romanian parliament, MPs, and the Prime Minister of Romania.

What have we achieved?
FIRST, there are good agreements on weapons. I can’t disclose everything now, but shells – affirmative, bolstering air defense – affirmative. We are still preparing some things. They will be powerful. A training center for F-16 pilots is being set up in Romania, and Ukrainian pilots will be among the first to be trained.

SECONDLY, we stated that we are moving to the level of strategic partnership.
There is a very clear meaning behind this political wording. As President Iohannis told me, we can rely on Romania. Romania can definitely rely on Ukraine.

Together, we will significantly strengthen our region. We are already making a critical contribution to global food security through cooperation in the Danube ports and in the western part of the Black Sea. There will be more cooperation.
We are expanding our transport corridors, there will be more jobs and economic opportunities. Today we signed a joint statement of the presidents that outlines our plans for the future.

THIRD, we will soon open a new railroad line through Moldova, which will become a new transport corridor.
Together with Moldova, we are moving towards the start of negotiations on EU membership – with Romania’s full support. I am grateful for this.

The majority in the Romanian parliament supports us.

The Romanian government – in the coming weeks, we are preparing a joint meeting of Ukrainian and Romanian government officials.

I am grateful to Mr. President Iohannis, the entire Romanian political class and society.

Our strategic relations are a new force for the entire Black Sea region.
If we succeed in implementing everything we have planned now and which our teams will be working on, this part of Europe will get a new source of economic and security development.

Thank you to everyone who supports us! It is good that today we managed to bolster our defense!

Following a meeting in Bucharest, President of Ukraine Volodymyr Zelenskyy and President of Romania Klaus Iohannis signed a Joint Declaration.

The signing followed bilateral talks between delegations chaired by the leaders of Ukraine and Romania.

“We have just signed a bilateral declaration that sets out the key points of our cooperation - security, in particular in the Black Sea region, support for our Peace Formula, and the expansion of our economic and logistics cooperation,” Volodymyr Zelenskyy said during a meeting with media representatives following talks with Klaus Iohannis in Bucharest.

As noted by the President of Ukraine, the document also reflects the issues of transport connectivity, simplification of border crossing procedures, opening of new Ukrainian-Romanian border crossing points and approaches of the parties in cooperation with national communities.

Separately, in the Joint Declaration, the presidents stated their shared vision of relations between Ukraine and Romania as a strategic partnership based on the principles of good neighborliness, common democratic values, and respect for international law.

“We have decided to build a strategic partnership between Ukraine and Romania and have asked our teams to begin working on this, without delay,” the document says.
For his part, the Romanian President noted that the leaders of the two countries had begun a concrete process of bringing relations between Ukraine and Romania to the level of strategic partnership, and the signed document outlines the fundamental framework for further cooperation between the two countries.

“Today we are focused on helping Ukraine win the war. But as neighbors and partners, we have a duty and obligation to look at our relations in the long term,” Klaus Iohannis emphasized.

In the Joint Declaration, the presidents strongly condemned the ongoing war of aggression of the Russian Federation against Ukraine and agreed on the need to continue to assist Ukraine for as long as it is necessary. In addition, the parties expressed full support for President Volodymyr Zelenskyy’s Peace Formula, noted Romania’s interest in engaging in the implementation of a number of points of the Formula, and called on all states to back the implementation of this initiative.

In the document, Volodymyr Zelenskyy and Klaus Iohannis noted their readiness to deepen cooperation to enhance security in the Black Sea region, supported efforts to double the volume of transit through Romania to 4 million tons per month, and agreed to maintain coordination on the transit of Ukrainian grain through Romania.

The presidents agreed on the priority of training Ukrainian pilots on F-16s at a training center in Romania.

The parties also emphasized the need to bring to justice all those responsible for the crime of aggression in Ukraine and stated that sanctions against the Russian Federation should be preserved and intensified. They also emphasized the importance of joint efforts to counter Russian disinformation and propaganda.

In addition, the presidents emphasized the importance of Romania’s participation in the implementation of projects to rebuild Ukraine. Romania’s firm support for Ukraine’s progress toward EU membership was declared, including the need to make a political decision by the end of 2023 to open negotiations on EU accession for Ukraine and Moldova.
In addition, the heads of state expressed support for Ukraine’s integration into NATO and praised Romania’s readiness to start negotiations on a bilateral security agreement in the framework of the G7 Joint Declaration.

President of Ukraine Volodymyr Zelenskyy met with Prime Minister of Romania Marcel Ciolacu in Bucharest.
The Head of State expressed gratitude to the Romanian government for the significant practical assistance to our country since the first days of the full-scale Russian invasion.

The President praised the constructive and efficient interaction at the level of executive authorities of the two countries, particularly the preparation of the first in the history of bilateral relations joint meeting of the governments of Ukraine and Romania in Kyiv.

Volodymyr Zelenskyy and Marcel Ciolacu discussed defense support for Ukraine and strengthening bilateral cooperation at the defense industry level.

The parties emphasized the critical contribution of Ukraine and Romania to global food security, in particular, ensuring the transit of Ukrainian agricultural products to third country markets. They emphasized the importance of implementing the agreements on doubling the transit of Ukrainian agricultural products through the territory of Romania.

The President and the Prime Minister emphasized the importance of ensuring the rights of the representatives of the Ukrainian national minority in Romania and the representatives of the Romanian national minority in Ukraine, in particular by developing a bilateral legal framework in line with international obligations and standards.

Russia has launched a poorly executed offensive at Avdiivka using human waves. It appears that the attacks are so far failing, but are unbelievably large in size. Ukraine is still pushing in the south, but the Rasputitsa is setting in already, and they do not have much longer. Israel has mobilized 300K troops for a protracted ground assault on the Gaza strip, with aims to eliminate Hamas leadership. Fighting has broken out with Hezbollah on Israel’s northern border, with sporadic fighting seen.

The President of Ukraine Volodymyr Zelenskyy paid an official visit to Romania upon invitation of the President of Romania Klaus Iohannis.

The Presidents of Ukraine and Romania had talks, following which they:

- underlined that they share the vision of relations between Ukraine and Romania as a Strategic Partnership based on the principles of good neighbourliness, shared democratic values and respect for international law. They decided to build a Strategic Partnership between Ukraine and Romania and asked their teams to begin working on this, without delay;

- agreed to further intensify their efforts aimed at developing a solid and comprehensive relationship between Romania and Ukraine, based on mutual trust, respect, and solidarity; reaffirmed in this context their commitment for a positive, predictable, forward-looking, project-based agenda of cooperation between Romania and Ukraine, to be pursued in a constructive spirit;

- confirmed unconditional support and commitment to the sovereignty, independence, unity and territorial integrity of Ukraine within its internationally recognized borders, including its territorial waters. Ukraine is grateful to Romania for its meaningful defence assistance package provided since the beginning of the large scale invasion;

- resolutely condemned the ongoing war of aggression of the Russian Federation against Ukraine, and agreed on the imperative to continue practical assistance to the Ukrainian state for as long as necessary to achieve victory over the aggressor state and establish a comprehensive, just and sustainable peace;

- expressed full support for the Peace Formula of the President of Ukraine Volodymyr Zelenskyy. The Presidents positively noted Romania’s particular interest for and involvement in the “Food security” and “Radiation and nuclear security” points of the Peace Formula and called on all states that respect norms of international law and principles of the UN Charter to support the implementation process of this initiative;

- confirmed the joint intention to use all available international formats to restore the territorial integrity of Ukraine, including the International Crimea Platform;

- noted the readiness to continue and deepen cooperation on issues of strengthening the security in the Black Sea region, response to the challenges and of the consequences of the Russian armed aggression as well as ensuring freedom of navigation in the Black Sea. In this context they welcomed the successful First Black Sea Security Conference of the International Crimea Platform, jointly organized by Ukraine and Romania in Bucharest in April 2023, and expressed their desire that the conference will become an annual event;

- emphasized that today Ukraine and Romania jointly make a critical contribution to ensuring global food security by virtue of the transit of Ukrainian agricultural products through the territory of Romania. The Presidents supported ongoing, coordinated efforts to double the transit volumes through Romania from the current 2 million tons to 4 million tons per month;

- welcomed the fact that a new railway route for transit of grain from Ukraine will be opened soon connecting it with Romanian ports. They commended Romania’s readiness to step up the export potential for products originating in Ukraine;

- agreed to keep a close, transparent, predictable and principled coordination regarding the transit of Ukrainian grain through Romania, to continue finding common solutions in good faith and swiftly and fully implement the already agreed ones;

- underlined the importance of improving the connectivity between Romania and Ukraine, including through the development of existing transport infrastructure, facilitation of border crossings and the removal of bottlenecks, and the establishment of new border crossing points;

- highly valued Romania’s multidimensional assistance to meet the needs of Ukraine and Ukrainian citizens since the first days of the full-scale military invasion of the Russian Federation and noted the importance of continuing such support;

- agreed on the importance of starting training of the Ukrainian pilots within the dedicated F16 training centre in Romania and agreed that Ukrainian pilots will be included in the first wave of such training. The Presidents noted that this, along with the participation of Ukrainian soldiers at other training facilities in Romania, is an important contribution of Romania to the strengthening of Ukraine’s defence capabilities;

- strongly condemned the grave crimes and atrocities committed by the Russian military and officials, including deliberate and indiscriminate attacks against civilians and civilian infrastructure of Ukraine, other war crimes and crimes against humanity. The Presidents confirmed their commitment for full accountability for all crimes committed in Ukraine, including for the crime of aggression. They saluted in this respect the ongoing investigations carried out by the International Criminal Court, the activity of the Joint Investigation Team and the establishment of the International Centre for the Prosecution of the Crime of Aggression against Ukraine as well as the activity of the Core Group of States aiming at identifying the most adequate legal solutions for the establishment of Special Tribunal for the crime of aggression in Ukraine;

- strongly condemned the deliberate and systematic Russian attacks against the civilian infrastructure, including of the Ukrainian ports on the Danube, which affected both banks of the Danube, pose serious threats to the safety of citizens and are war crimes that further undermine the Ukrainian economy, food security, including at the global level, and violate free navigation on the Danube and in the Black Sea;

- emphasized that the sanctions introduced by the EU and the wider international community against the Russian Federation should be maintained and strengthened until the full restoration of the sovereignty and territorial integrity of Ukraine, including the territory of the Autonomous Republic of Crimea;

- agreed on the importance of implementing an effective policy of isolation of the Russian Federation, as an aggressor state, in the framework of international organizations;

- noted the importance of Romania joining the group of founding countries of the International Register of Damages caused by the aggression of the Russian Federation against Ukraine (under the auspices of the Council of Europe);

- stated the importance of Romania’s participation in the implementation of projects for the reconstruction and restoration of Ukraine, as well as the use of the Romanian logistics and transport infrastructure as a hub for partner countries participating in the implementation of projects in Ukraine;

- noted Romania’s firm support for Ukraine’s progress towards the strategic goal of full membership in the European Union. The Presidents positively assessed the results of Ukraine’s implementation of seven recommendations of the European Commission. They took note of Ukraine’s commitment to carry out and fully implement in a sustainable manner all the reforms required in the process of European integration, notably those aimed at strengthening democracy, the rule of law and the respect of human rights, including those of persons belonging to national minorities. The Presidents emphasized the need for a political decision to be taken by the end of 2023 on opening the EU accession negotiations with Ukraine and the Republic of Moldova;

- noted the consistency of joint efforts to support Ukraine’s integration into NATO and implementation of relevant standards, including in accordance with the provisions of the Joint Statement of the Presidents of Ukraine and Romania on the Euro-Atlantic integration of Ukraine dated June 1, 2023;

- welcomed the fact that Romania became a signatory of the Joint Declaration of the G7 on support for Ukraine and Romania’s willingness to start negotiations for a bilateral framework with Ukraine in this respect;

- emphasized the importance of using existing cooperation mechanisms within the UN, OSCE, Council of Europe, UNESCO, IAEA, etc., as well as of regional formats – including the trilateral Ukraine-Romania-Republic of Moldova, the Three Seas Initiative, the Bucharest 9 – to strengthen practical assistance to Ukraine and foster cooperation between respective countries on security, energy, infrastructure and other projects;

- reaffirmed mutual determination to strengthen practical cooperation between Ukraine and Romania in all spheres of mutual interest. The Presidents emphasized that the first Joint session of the Cabinet of Ministers of Ukraine and the Government of Romania in October 2023 in Kyiv should make a new impetus in fostering such cooperation;

- noted the importance of effective cooperation aimed at ensuring the rights of the persons belonging to the Ukrainian national minority in Romania, and of the persons belonging to the Romanian national minority in Ukraine, including by developing the bilateral legal framework, based on the principle of equivalent level of protection of the rights of persons belonging to the Romanian minority in Ukraine and the persons belonging to the Ukrainian minority in Romania, taking into account international obligations and standards;

- tasked the Governments to resolve, without delay, the issue of the artificial distinction between the Romanian and “Moldovan” languages, with due regard to all legal aspects.

- highlighted the importance of joint efforts, both bilaterally and in multilateral formats, to counter foreign information manipulation and interference (FIMI), in particular Russian disinformation and propaganda;

- stated that Ukraine and Romania demonstrate resolve to further strengthen interstate relations on the basis of mutual trust and respect, openness and comprehensive cooperation for the benefit of the peoples of both states.

For more than six months, the Ukrainian defense forces have been driving the Russian invaders out of the village of Klishchiivka near Bakhmut. The village had been under occupation for more than a year. Day 594 of the russian full-scale military aggression against Ukraine continues.

During the day of October 10, there were 75 combat engagements. Also, the russian federation launched a missile strike with 1 S-300 anti-aircraft guided missile on civilian houses in the settlement of Velykyi Burluk (Kharkiv region). Moreover, last night, the occupiers attacked the southern regions of Ukraine with 36 Shahed-136/131 attack UAVs. Air defense forces and means shot down 27 enemy Shaheds. The enemy launched a total of 2 missile and 62 air strikes, 30 MLRS attacks at the positions of Ukrainian troops and various settlements. Unfortunately, the russian terrorist attacks have resulted in deaths and injuries among civilians. Private residential buildings and other civilian infrastructure were destroyed and damaged.

The operational situation in east and south of Ukraine remains difficult.

VOLYN and POLISSYA AXIS: no significant changes. No signs of formation of an offensive group. Certain units of the armed forces of belarus continue their missions in the areas bordering Ukraine.

SIVERSHCHYNA and SLOBOZHANSHCHYNA AXIS: the adversary maintains its military presence in the areas of russia bordering Ukraine. The enemy continues to shell Ukrainian settlements from the territory of russia and increases the density of minefields along the state border of Ukraine. The enemy launched air strikes in the vicinities of settlements of Bleshnya (Chernihiv oblast), Bachivsk, Popivka (Sumy oblast), Basove, Hatyshche, Vovchanski Khutory (Kharkiv oblast). The invaders fired artillery and mortars at about 15 settlements, including Turya (Chernihiv oblast), Iskryskivshchyna, Stepne, Myropilske, Pokrovka (Sumy oblast), Ternova, Ohirtseve, Stroivka, Krasne Pershe (Kharkiv oblast).

KUPYANSK AXIS: the Ukrainian defenders repelled 16 enemy attacks in the vicinities of Syn’kivka and 5 attacks near Ivanivka (Kharkiv oblast). The adversary launched air strikes in the vicinities of Synkivka, Kyslivka, Pishchane (Kharkiv oblast). More than 15 settlements, including Lyman Pershyi, Synkivka, Kyslivka, Tabaivka, Pishchane, Berestove (Kharkiv oblast) came under artillery and mortar fire.

LYMAN AXIS: the enemy actively used air force to attack the positions of Ukrainian troops in the area of Serebryanske forestry (southwest of Kreminna, Luhansk oblast). The adversary also launched air strikes on Novolyubivka (Luhansk oblast) and Spirne (Donetsk oblast). The Ukrainian defenders repelled 5 enemy attacks in near Makiyivka (Luhansk oblast). The invaders fired artillery and mortars at more than 10 settlements, including Makiyivka, Nevske, Bilohorivka (Luhansk oblast) and Torske, Dibrova, Verkhniokamyanske (Donetsk oblast).

BAKHMUT AXIS: the Ukrainian defenders repelled enemy attacks in the area of Chasiv Yar, Klishchiyivka and Andriyivka (Donetsk oblast). The invaders launched air strikes there. More than 20 settlements came under artillery and mortar fire, including Orikhovo-Vasylivka, Hryhorivka, Bohdanivka, Ivanivske, Klishchiyivka, Andriyivka (Donetsk oblast).

AVDIYIVKA AXIS: the enemy with up to three battalions, supported by tanks and armored vehicles, intensified offensive actions in the vicinities of Avdiyivka, Tonenke, Keramik and Pervomaiske (Donetsk oblast). Ukrainian defenders repelled all enemy attacks and prevented loss of lines and positions. The occupiers launched air strikes in the vicinities of Berdychi and Avdiyivka (Donetsk oblast). The invaders fired artillery and mortars at around 10 settlements, including Keramik, Tonenke, Avdiyivka, Sjeverne, Opytne, Nevelske (Donetsk oblast).

MARYINKA AXIS: during the day of October 10, Ukrainian Defense Forces successfully repelled 9enemy attacks in the vicinities of Maryinka (Donetsk oblast). The adversary launched an air strike near Novomykhailivka. About 15 settlements, including Krasnohorivka, Maryinka, Pobjeda, Novomykhailivka, Katerynivka (Donetsk oblast) were under artillery and mortar fire of the occupiers.

SHAKHTARSKE AXIS: the enemy launched an air strike in the area of Staromaiorske (Donetsk oblast). Around 10 settlements, including Vodyane, Vuhledar, Blahodatne, Urozhaine (Donetsk oblast), came under artillery and mortar fire.

ZAPORIZHZHIA AXIS: the Ukrainian Defense Forces repelled enemy attacks in the vicinities of Inzhenerne and Verbove (Zaporizhzhia oblast). The occupiers launched an air strike near Novodanylivka (Zaporizhzhia oblast). More than 30 settlements, including Hulyaipole, Zaliznychne, Charivne, Bilohirya, Novodanylivka, Lobkove (Zaporizhzhia oblast), came under enemy artillery and mortar fire.

KHERSON AXIS: the enemy fired artillery and mortars at Beryslav, Antonivka (Kherson oblast) and the city of Kherson.

At the same time, the Ukrainian defense forces continue their offensive operation on Melitopol axis and offensive (assault) operations on Bakhmut axis, inflicting losses in manpower and equipment on the occupation forces, exhausting the enemy all along the front line.

During the day of October 10, Ukrainian Air Force launched 11 air strikes on the concentrations of troops, weapons and military equipment, 5 strikes on anti-aircraft systems of the adversary. Ukrainian defenders also shot down 1 russian Su-25 fighter jet and 7 operational-tactical reconnaissance UAVs.

The Ukrainian missile troops hit 1 command post, 1 ammunition depot, 3 concentrations of troops, weapons and military equipment, 7 artillery systems, 1 electronic warfare station of the russian invaders.

Ukraine’s 3rd Assault Brigade captured a Russian major near Bakhmut. They said the man was commander of the ‘Alga’ battalion Of the 72nd Motorised Rifle Brigade of the Russian army. Video shows the man being taken prisoner to the south of the city. Two Ukrainian soldiers drag the wounded officer to their position. He is in bad shape - unshaven, blood-stained, and incoherent. However, he is now being taken care of so he can be exchanged. For Ukrainian troops being held by Russian forces. Capturing a major is exceptionally rare, even for the Ukrainians.
