I think it does. Given the high probability that terrorists will attack Israel at some point and that Israel will need our support, it's better to have the munitions in place already.

If I'm storing a pallet of ammunition for my buddy Bob, and I get attacked by random nutzoids, and I suddenly need the pallet of ammo, I'm not going to say "Hey, I can't use Bob's ammo, because it's his, not mine!"
I'll get Bob's ammo back to him in full, after I use what I need.
