The ONLY plan that will work is stomping out drug use through attrition. Stop saving the lives of people who persist in attempting suicide. When police have stories about having to administer Narcan to some of the people multiple times in a single day, it’s time to stop. They’ll freely admit that they’d rather die than get clean. Let them have at it.
