That’s an excellent question. If I’m buying a used ICE vehicle, I at least have some idea of the tests that need to be done to check it out. What exactly is the test protocol for verifying that an EV battery is ok? I think the only really accurate test would be to charge it up and drive it until the battery is depleted....Good luck on getting that out of the prospective seller...

Never buy a Nissan Leaf. Their batteries are air cooled. Terrible idea. If you want an EV get a new Tesla. The EV credits make them really affordable and the battery warranty is eight years. And if you live in a rural area you probably shouldn’t get an EV yet. I’m waiting for my shiny Cybertruck - unfortunately there are 900,000 reservations ahead of me.
Bottom line, the average consumer isn’t equipped to cope with growing ev industry fraud.
Simply by buying a used ev in the absence of nonexistent regulations the consumer is running a high risk of great financial loss. Loss potential: THOUSANDS of dollars.
Worse, there’s no way to quantify the degree of risk.
Conclusion:
Anyone who buys a used ev is a dumbass who both supports the fraudulent ‘climate emergency’ and the rampant, opportunistic fraud ironically & hypocritically engaged mostly by those on the left who support the industry.

There is an advantage to having all the commie trash in EV’s — if all the sane folk move to the country they cannot be reached by EV’s.
Gas cars can be converted to hydrogen. Hydrogen can be separated from water via solar. All yah need is a tank that holds H.
Let the commie trash starve in their blue cities. That only takes a week.
This is a great question. However, those will only give you a partial answer to the condition of the battery.
These tests would not indicate the battery's capacity. I think a load test over time is needed for that. You'd put the battery under normal working load and measure the time until full discharge (~20% remaining).
From that you can do the math to determine if the battery's Amp Hours are somewhere near its published rating.
I have almost 900 miles on my e-bike since new this Spring. I am already seeing a degradation in the range per charge. It charges to full voltage.
